We now have an exciting opportunity for a Head of Planning and Chief Planning Officer to join the CNPA and lead, motivate and manage the staff team and financial resources to deliver an outstanding Planning Service across the National Park.
The Role:
As the Head of Planning and Chief Planning Officer you will lead, motivate and manage the staff team and financial resources to deliver an outstanding Planning Service across the National Park. This includes delivery of development planning, development management and enforcement functions in the context of the national planning improvement framework.
You will deliver the Authority’s Corporate and Operational Plans with specific emphasis on planning and delivering national planning priorities, championing place, renewables, built heritage, transport, design, flooding, community development and economic development.
You will also be the Park Authority’s Chief Planning Officer, playing a key role in the leadership, vision and strategic direction of the Park Authority, raising the profile of planning in authority decisions. You will be an ambassador for the planning profession and advise the Park Authority about the carrying out of the functions conferred on them. As the Chief Planning Officer for the Park Authority, the notice period for the role is 3 months, to help ensure continuity of coverage in this statutory role.

About You:
To be considered as our Head of Planning and Chief Planning Officer, you’ll need:
- Experience of managing staff, and demonstrable ability to lead, motivate and develop a staff team
- A degree in Town and Country Planning or equivalent and RTPI membership.
- Significant experience of developing planning policy and preparation of Local Development Plans and/or development management.
- The capacity to work autonomously of frequent senior management supervision.
- Demonstrate ability to make sound judgements on the handling of controversial and sensitive planning issues.
- Articulate, with excellent interpersonal and communication skills.
- Full UK driving licence or access to a driver if disability prevents driving.
- Permission to work in the UK.

The team
This role will lead delivery of all our work that is grant funded by the Scottish Government and other related work. Situated in the energy department, the Home and Business Energy Scotland team delivers a portfolio of programmes and projects.
Importantly, this includes our management of Home Energy Scotland (HES) and Business Energy Scotland (BES) as well as a range of other programmes including the Scottish Government’s Green Heat Installer Engagement Programme, management of the Scottish Energy Performance Certificate (EPC) register, provision of advice tools and reporting on low and zero emissions heating and other renewable energy, plus other projects.
Home Energy Scotland is an award-winning advice service that supports hundreds of thousands of households across Scotland every year to make their homes warmer and more affordable and to reduce carbon emissions. Business Energy Scotland provide free and impartial support to help small and medium-sized enterprises (SMEs) save energy, carbon and money. The Green Heat Installer Engagement Programme provides assistance and support for businesses in Scotland to help them to participate fully and effectively in the green heat supply chain encompassing low and zero-emissions heating, energy efficiency and microgeneration installations.
What you’ll do
You will provide strategic and operational leadership and manage and develop the work of the department to effectively contribute to Energy Saving Trust’s mission of addressing the climate emergency, including:
- Leading, overseeing and managing the successful delivery of multiple programmes, providing strategic direction, leadership and highly effective operational oversight to ensure the department executes programmes efficiently, on time and within budget to meet user and funder needs.
- Leading and managing the teams and individuals in the department, providing motivation, effective coaching and support to ensure efficient and effective successful programme and project delivery.
- Collaborating at a senior level with stakeholders and external partners as well as cross-functional teams, to identify and pursue new opportunities as well as to drive successful programme delivery and development.
What you’ll bring
You will be a strong leader and people manager, with the ability to inspire and support dispersed teams to achieve objectives. You will have a track record of successfully delivering a variety of complex programmes concurrently, which is underpinned by your proven strategic planning, budget and contract management skills and your strong customer and client orientation. You will have excellent communication, negotiation and stakeholder relationship management skills and an ability to work effectively with and present to senior stakeholders.
You will need to have ideas to solve problems and foresight to identify opportunities for us to have even more impact. You will be excellent at prioritising tasks and delivering effectively within a demanding environment, with the determination to ensure targets are met and high-quality services delivered.
The successful candidate will be good at analysing data and other information to mitigate risk and make informed decisions and must have excellent writing skills and fluency with Microsoft Office products. You will have an excellent understanding of Scottish heat in buildings, energy efficiency and fuel poverty policy and of the wider landscape across the UK or may have worked on other areas of important work across different Government contracts and have the ability to acquire this knowledge rapidly.

Job Purpose
- To be a key member of Space Management Team, providing leadership and building positive working relationships across the organisation, and externally.

Key Responsibilities:
Delivery
- Set ambitious income targets for Enterprise and Learning services, identifying market gaps and trends, delivering sustainable commercial ventures which are both financially and environmentally sustainable.
- Contribute to the regular review of the needs within Space services, planning and delivering the implementation of any new business opportunities across the organisation.
- Working with the CEO and the wider Management Team to deliver the organisation wide strategy for Space.

Leadership and people management
- Provide line management to Enterprise and Learning managers in accordance with Space values and people policies, ensuring all direct reports and their teams have the support, information, skills and learning opportunities to be highly effective in their roles.
- Hold regular individual 1:1 meetings with line reports and provide coaching, mentorship and performance management.
- Provide direction and strategic support to line reports on Enterprise and Learning annual planning processes including service work plans and budget control.
- Be a role model to all staff across the organisation and provide leadership support to other members of management.
- Encourage all staff to engage and contribute constructively to matters across the organisation.
- Comply with organisational HR policies and employment law.
- Continually monitor and assess the effectiveness and efficiency of Enterprise and Learning services, identify opportunities for growth and development, writing the business cases for any adjustments and managing the change process.
Finance and Fundraising
- Be financially accountable for all Enterprise and Learning services, ensuring Project Managers have distinct budgets, and understand their responsibilities and targets.
- Work with the fundraising team to research potential new income streams, ensuring funding is in place for all areas of responsibility
- Keep abreast of sector knowledge and standards in order to inform practical funding bid submissions.
- Nurture relationships with existing funders, ensure all agreed conditions are met and data requested is provided.
