Role

CEMVO Enterprises CIC have an exciting new pilot programme that could help encourage transformational change for EM people seeking employability services. As the EM Networking and Engagement Officer you will be working closely with Fair Start Scotland (FSS) Providers as well as local employability partnerships delivering the Young Person’s Guarantee (YPG) across Scotland . You will encourage and increase participation from EM communities on FSS by working progressively with key Fair Start providers as well as ensuring the Young Person’s Guarantee is inclusive to EM communities. Your role will require you to influence providers’ mindsets and encourage learning to embed race equality within their operations as well as improving their capability to engage with EM Communities in their local area and build partnership working with ethnic minority networks and community assets.

Job Description

  • Work closely with Fair Start providers across Scotland and help them develop and apply appropriate engagement strategies that create opportunities to develop positive relationships with ethnic minority community assets in the third sector, faith based and social hub settings.
  • Embed the Fair Start Programme as a ‘go to’ service for EM individuals who are seeking employability support and wish to enter the world of work.
  • Identify and deliver new and innovative ways of working to increase and retain the number of ethnic minority individuals who are engaged with the Fair Start Programme and providers.
  • Provide practical support and develop a toolkit to ensure the legacy of the engagement. This toolkit will allow organisations and providers the ‘how’, ‘who’ and ‘where’ to engage and will form part of staff induction and be embedded within future training and development.
  • Form a new employability/employer network that builds connections between services supporting ethnic minority clients, other employability/employment support services and employers. Part of the role will be to work with the existing BME Employability Strategic Steering Group and ensure they are actively involved.
  • Utilise the network as a platform to gather and share intelligence around the employability landscape, as well as act as a sounding board for national policy development. This forum would seek to align with the existing YPG/NOLB Employer workstream and the YPG Equalities Subgroup.
  • Develop the network to involve employers to support employers in their commitments to increasing workforce diversity and supporting the retention of ethnic minority workers.
  • Organise and deliver at least two lived experience deep dive sessions to gain knowledge and learning that can be applied to service development and delivery, this will be fed back to the wider employment network and inform Scottish Government policy.
  • Work closely with local authorities delivering the Young Person’s Guarantee Scheme and assist them in conjunction with the mainstreaming consultancy support programme to develop Equality Action Plans and ensure their internal processes, customer contact points, policies and procedures are EQIA compliant.
  • Attend regular meetings/written progress reports with SG officials to support reporting, briefings and advice to officials and elected officials.
  • Advise on and support the onward cascade of learning and good practice to wider Scottish Government and Local Government stakeholders, to inform the future delivery of employability services in Scotland beyond and outside of FSS and provide a legacy from this project.
  • Provide regular progress reports and evaluate the project in line with the Scottish Government’s requirements
  • Work with the CEMVO Enterprise managers to collate a final evaluation report with findings and recommendations.

Essential Criteria

  • At least 2 years' experience of working within a community development & engagement role
  • Understanding the importance of EQIAs, PSD and SSD within the context of race equality in local authorities, with the ability to assess systems, identify improvement areas and support the implementation process
  • Understanding how race intersects with other characteristics that create multiple barriers and the importance of taking an intersectional approach to address these barriers.
  • Ability to demonstrate existing knowledge, contacts and networks with the EM community in Scotland
  • Excellent negotiating, networking and relationship management skills to ‘open doors’ for providers and to agree the ‘buy in’ process
  • Knowledge of the local area demographics, communities and local EM organisations that providers operate in to facilitate dialogue and potential partnership working
  • Ability to develop effective ethnic minority engagement strategies, action plans and training to upskill Provider's engagement staff and to eventually inform the toolkit
  • Ability to support Providers to identify specific internal skills and knowledge gaps and develop bespoke training to bridge this gap
  • To be understanding and sensitive to the needs of the communities as well as the providers to ensure that this project is successful.
  • Skills knowledge and sensitivity to assess the current BME ESSG model and where appropriate further develop and manage it to maximise meaningful representation and effective feedback.
  • Ability to adhere to rigorous monitoring and review processes and elicit learning to inform the wider employment policies and strategy in Scotland

Desirable Criteria

  • Proficiency in 1 or 2 community languages

Fair Start Scotland aims to support individuals further removed from the labour through tailored and personalised employability support. This service is delivered across the whole of Scotland by 5 Prime Service Providers, broken down into 9 Lots.
