• Development and support of the Joined Up for Jobs network and the Joined Up for Business partnership.

• Provision of support to the Edinburgh and South-East Scotland City Region Deal Integrated Enhanced Skills (IRES) programme.

Job Purpose

The Contracts and Grants Officer is a position requiring a wide-ranging skillset to meet the contract management and partnership relationships remit we deliver through our Joined Up for Jobs infrastructure. Joined Up for Jobs reflects the Scottish Government Fair Work Framework, No One Left Behind (NOLB) and Tackling Child Poverty strategies.

The Edinburgh Local Employability Partnership is the forum in which we manage the Edinburgh employability landscape. Joined Up for Jobs is the network infrastructure of employability provision available in the City. It provides a space to bring the collective strengths of stakeholders and funded partners together to identify shared opportunities, facilitate integration of services and align priorities, bringing added value wherever possible.

We require an Officer to support the Head of Contracts and Grants to oversee the contract and grants offer under Joined Up for Jobs. This involves direct support in overseeing contracts and grants by the City of Edinburgh Council of up to £8m per annum and working with third sector providers who are the recipients of these grants. The successful candidate will be expected to provide support with grant management, with a particular focus on working with youth-specific employability organisations. Other work includes contract and grant monitoring, audit and tracking whilst identifying opportunities for partnership working, and facilitating networking. The post holder will create and define materials that support effective project delivery.

Other significant duties include supporting the development, design, and commissioning of new services; supporting the Joined Up for Jobs Charter for service standards of delivery; co-ordinating communications linked to all contracts and grants, including a quarterly Joined Up for Jobs Forum to support the network; oversight of the Local Employability Partnership website; working alongside the management information team for client tracking; and ensuring best value from spend in this area.

The post holder will be part of a small team headed by CCP’s Head of Contract and Grants. Within the team, there are two Contracts and Grants Managers, two other Contracts and Grants officers and an administrator in place to support this work. The successful candidate will also liaise with our employer engagement team to link funded providers with clients to jobs and training opportunities.

JOB PURPOSE

The Communications and Participation Assistant will support the delivery of Capital City Partnership’s Whole Family Equality Project. The Whole Family Equality Project aims to arrive at a better understanding of what makes sustainable, good quality employment for people from ethnic minorities in Edinburgh and brings together organisations who are working with those individuals, supporting collaborative work. It develops resources to help employers diversify their workforces and support their employees from Minority Ethnic communities to thrive in the workplace. At the heart of all that we do is an understanding of the experience of education, training and employment by people from ethnic minorities and refugees; learning from the project will be further enhanced and tested through the lens of lived experience by the Skilled Voices Panel.

The post holder will undertake the day-to-day administration of the project, event and workshop organisation and co-ordination of our lived experience panel. They will also be responsible for communications relating to the project to a wide range of stakeholders.

The Service

The Link Academy team works primarily with people with complex backgrounds. The experiences of these young people often result in low self-esteem and confidence, poor mental health and a pattern of destructive behaviours. Because of this, these young people find it difficult to manage key transitions such as moving into work or training, into a tenancy or leaving care. The service works hard and creatively to maintain the early engagement of participants. By offering mental health and wellbeing programmes, independent living skills and a wide range of qualifications to support their progression, we give young people the tools to better manage their own mental health. Doing so helps them break negative and destructive cycles of behaviour and thinking, with the aim of putting them on the path to having the best life possible. Staff are trained in using a trauma-informed approach to support young people to build confidence, develop resilience and realise their goals for the future.

The Job

The purpose of the Development Worker role is to provide support to children and young people with a range of issues affecting their lives to achieve their goals and aspirations by providing guidance and practical tools to enhance their knowledge and skills. The Development Worker will provide support and offer guidance to young people, and develop training to help young people address the issues facing them and guide them towards a positive destination. You will support the achievement of high standards and provide monitoring information in relation to the programme’s outcomes.

LinkLiving aims to provide volunteering and ongoing learning and capacity building opportunities to enable more vulnerable people to actively participate in our service. This role will support that aim by ensuring that opportunities are provided to course participants equipping them with the skills to make a valuable contribution to the service and their wider community. The Development Worker will develop relationships with other agencies and services and actively promote LinkLiving’s volunteer programmes and employability services.

About You

The post holder must be educated to HNC level or equivalent and possess a SCQF Assessor and Verifier Qualification/ LD9-LD11, or be willing to work towards obtaining this. You will be required to have experience in the delivery and development of training programmes. You will have experience of working with young people with complex needs/backgrounds and will have the ability and understanding of how to build positive relationships with people using a trauma-informed approach.

It is essential that the post holder has an understanding of issues affecting young people and demonstrate sensitivity and responsiveness to people’s emotional and social health. The postholder will have knowledge and understanding of Scottish policies and mental health self-help resources.

The Development Worker will have effective communication skills, including excellent written, oral and IT skills and will have a non-judgmental attitude and willingness to embrace diversity.

You must be able to prioritise and plan your own and other members of the team workload and will have the ability to create relationships/partnerships with other voluntary, employability and statutory agencies.

The postholder must have a current driving license and access to a roadworthy car.

We are seeking a dynamic, highly motivated individual who will play a key role in developing and delivering a program of support services and activities for Care Experienced children and young people across West Dunbartonshire. The main aim of the role is to ensure Y sort it plays an integral role in supporting Care Experienced children & young people with their school, family and community life. We aim to build on the aspirations care experienced young people via The Promise, along with our local partners within West Dunbartonshire Promise Keepers, an established group of stakeholders. You will be directly managed by Y sort it Head of Services & Development. The postholder will be responsible for the management of the Y sort it Care Experienced Staff & Volunteer Team. Purpose and Objectives The postholder will provide critical support to Y sort it, schools, and communities to drive West Dunbartonshire’s Integrated Children’s Services Plan for care experience children and young people. You will lead and co-ordinate the team and activities required to do so. With support from West Dunbartonshire Education, Promise Scotland / Corra Foundation and Inspiring Scotland / Intandem - West Dunbartonshire is one of eleven local authorities in Scotland to adopt the approach of Intandem Mentoring model About intandem - intandem and a carryout a Test of Change initiative with the aim to develop a Supportive School Structure (Right to Education) for Care Experienced children and young people across West Dunbartonshire. The post holder will have a primary focus on developing & evaluating the impact of learning opportunities, to raise the attainment of care experienced young people and support our established Intandem Volunteer Mentoring program, by focusing on children and young people aged 8 to 14 who are subject to a compulsory supervision order (or at-risk of becoming so), living at home or in kinship arrangements (ages 8-16 years). You will be responsible for leading, supporting and managing a team of staff and volunteers, and must demonstrable recent knowledge and experience of the Promise, GIRFEC (Getting it Right for Every Child), UNCRC (United Nations Convention on the Rights of the Child). Experience of monitoring and evaluation frameworks, writing funding bids, and the ability to work independently as well as part of a Leadership & Management Team.
