Role

ENABLE Group is one of Scotland’s leading charities, consisting of three pillars – ENABLE Scotland, ENABLE Works and ENABLE All.

Across the Group, we deliver community projects and campaigns, employability and training, and self-directed health and social care support for people throughout Scotland. Employing 2,200 staff with 12,000 members and supporters, ENABLE Group actively supports over 4,500 people to live independently as active citizens in their local communities.

With significant public policy developments on the horizon as the country seeks to build forward better from the Covid-19 pandemic, the Policy and Research Officer will support the collation of evidence and development of the ENABLE Group’s strategic policy approach to key priority issues around learning disability, employability support and social care.

This is an exciting opportunity to help shape public policy with one of the country’s major values-led social care charities as the design of Scotland’s National Care Service gets underway. The role is currently home-based, and we are happy to discuss office-based or flexible working options post-pandemic.

Key Responsibilities

  • Monitoring policy and political developments in Scotland, and at UK and international level as appropriate.
  • Producing internal briefings to ensure ENABLE Group’s CEO and leadership team have prompt, concise, up-to-date information on the latest relevant developments.
  • Supporting ENABLE Group’s policy work, ensuring policy positions are well evidenced and informed.
  • Co-ordinating and preparing responses to consultations and calls for evidence, incorporating the experiences and views of people we work for.
  • Supporting the development of ENABLE Scotland’s suite of policy position statements and data library.
  • Producing policy reports, briefings, and articles for external use outlining and evidencing the need for change and political solutions.
  • Working with Comms colleagues to communicate ENABLE Group’s policy work.
  • Supporting oversight of specific funded research projects; ensuring these are informed by the policy landscape, and inform the Group’s ongoing policy work.
  • Supporting the research and development of specific campaigns.
  • Undertaking regular evaluation of policy developments in the context of ENABLE Group’s priorities and using the learning to inform future approaches.
  • Supporting ENABLE Group’s public campaigning work.
  • Engaging with external organisations as appropriate to support ENABLE Group’s policy and research work.

About You

Personal Specification

  • A keen interest in and awareness of the political sphere and policy landscape, with good knowledge of relevant policy and political developments is essential.
  • Confident in their own ability, with the skills to produce high quality work in a busy and fast-paced environment.
  • Excellent written communication skills, with the ability to digest information and produce concise, accessible summaries.

Experience

  • Educated to degree level. Experience of policy and research in the areas of disability policy, employability or social care desirable.
