Children’s Hearings Scotland (CHS) is undergoing an exciting period of reform designed to make a step change in improving the outcomes for infants, children and young people who need us most. Children’s Hearings Panel Tribunal Members play a vital role in Scotland’s society. They listen and make legal decisions for, infants, children and young people. They ensure that the young person is at the heart of every decision taken – because every decision, no matter how big or small, has an impact.

CHS work with many partners to deliver effective tribunals within local authority areas. They include national organisations who are key parts of the tribunal system, those that provide relevant support to children and young people and their families within the local area, and some that play a wider role in working with children, young people and carers.

Reporting to the Regional Tribunal Delivery Manager, the successful candidate will help support and enable our panel community to understand the local needs of infants, children and young people, and partner stakeholders. They will also help CHS deliver our duties from the Care & Justice Bill and the recommendations agreed in the ‘Hearings for Children’ report.

This new role will be part of the operational delivery team for each of 9 new CHS Area Support Team regions across Scotland and will work alongside and support our volunteer community through the change and transition now and in the future.

Your role

This is a ‘people centred’ role, and the role-holder will need the soft skills necessary to build relationships with people who come from a variety of organisations and have strongly held views on how the Children’s Hearings Tribunal Service should operate.

Reporting to the Regional Tribunal Delivery Manager, the role will support the Regional Tribunal Delivery Manager and the Regional Wellbeing Co-ordinator to deliver the National Convener’s statutory duties for the provision of Children’s Hearings across a dedicated region in Scotland to a consistent high quality standard.

You will be joining CHS at a pivotal point, as we implement this new regional tribunal support model. Alongside the Regional Tribunal Delivery Manager and our current Area Support Teams you will play significant role in shaping and influencing partnerships within the new model, ensuring our communities are effectively supported through transition and beyond.

This role will build strong relationships with other people who care passionately about families, children and young people. This will help CHS to maintain an open dialogue with many organisations to improve organisational efficiency and ensure Tribunal Members have an understanding of the support services available. The role will be key to managing the relationships between Panel Tribunal Members who are volunteers, CHS and other key partners within the Hearing System more broadly.

The role holder will share collective responsibility for delivering organisational objectives, through active engagement and collaboration with Panel Tribunal Members, colleagues at all levels in the organisation and with partner organisations.

About you

You will be energetic and enthusiastic, a brilliant collaborator with demonstrable experience of partnership working within an organisation and a local community, who is able to recognise and value the contributions of colleagues and volunteers to establish networks that promote CHS values.

You will have direct experience of supporting people (volunteers or employees) through complex or challenging situations. You will help create a supportive team environment by listening and responding to others and creating opportunities for innovation and generation of ideas and actions, to enhance or improve service delivery.

You will build links and networks across teams (internally and externally), effectively initiating dialogue across the organisation and within local partnerships, recognising that we have a shared responsibility to provide the best experience for those who attend children’s hearings, our volunteer colleagues and wider stakeholders.

At Children’s Hearings Scotland, our highly trained Panel Tribunal Members make decisions for Scotland’s unique Children’s Hearings System that upholds and promotes the rights of infants, children and young people. Our 2,500 volunteer Panel Tribunal Members take part in children’s hearings in their local areas, making decisions with and for infants, children and young people. Our organisation also supports a network of Area Support Teams throughout Scotland who support Panel Tribunal Members in their local communities.
