Our HR operational team comprises currently of two People and Culture Partners, a People and Culture Coordinator and a People and Culture Assistant.
The role of the team is to support our National Team consisting of around 70 colleagues. Our People and Culture team is passionate about delivering a quality as well as creative and modern people service. You will support this small, dynamic and innovative team while collaborating with other departments and teams across the wider organisation.

As Information Governance & Data Protection Officer, you will take an operational lead in advising and assisting CHS colleagues and community members in achieving best practice in information governance and data protection, as well as supporting the organisation in meeting its statutory IG obligations, in particular those outlined in the GDPR, DPA, FOISA, and PRSA by acting as Data Protection Officer. You will enhance our existing processes and polices ensuring compliance and best practice is applied across the organisation. You will have the opportunity to shape the way we approach records management and apply data protection principles across all of our projects and process improvement initiatives.

Key Responsibilities
• Lead on Data Protection issues on behalf of CHS . This includes regular reporting and presentation to the Board, working with the SIRO on requests, and acting as the main point of contact for Data Protection to regulators, staff and the CHS Community.
• Oversee and ensure ongoing compliance with information governance, records and data protection legislation, providing on-going evidence of compliance with the statutory requirements as set out in the PRSA and CHS’ Records Management Plan.
• Lead on and support CHS staff and Community to carry out Data Protection Impact Assessments, offering advice and proactive solutions to queries.
• Play a key role in the corporate governance of CHS by ensuring that all projects, including digital development, have data protection by design and default built in.
• Manage information security incident resolution including recording, investigating and reporting of information security incidents and identifying vulnerabilities in our systems and practices.
• Draft responses to requests for information, and leading on responding to requests submitted under Freedom of Information (Scotland) Act, 2002 and Environmental Information (Scotland) Regulations 2004.
• Managing requests submitted under Data Protection legislation, such as Subject Access Requests.
• Manage statutory reporting to regulators, principally the Information Commissioner’s Office and the Scottish Information Commissioner.
• Work with colleagues to ensure a risk-based approach to the application of data protection principles across all areas of the business and lead on auditing CHS’s compliance with IG policies and practice.

Your role
Ensuring an agile and robust learning offer, you will work to influence and collaborate with other functions across CHS including Practice and Standards, Quality, and Local Delivery teams to ensure alignment and relevance of the Learning Strategy and its operational delivery. You will work collaboratively and show leadership in working with external stakeholders and partners. You will ensure different strands of learning are sequenced and delivered on time and at scale.
You will work with our digital team to ensure that under the ‘CHS Learning Academy’ brand our learning solutions are geared towards meeting the needs of our community.
Keeping up to date on research and learning technologies and listening to the needs of the community will be key to success in this role.
About you

This new role will be part of the operational delivery team for each of 9 new CHS Area Support Team regions across Scotland and will work alongside and support our volunteer community through the change and transition now and in the future. It will help us to provide an enhanced and consistent support structure to better enable our volunteer Tribunal Members to support children and young people throughout Scotland. It will provide a strong foundation to support and enable our panel community to deliver our duties from the anticipated Care & Justice Bill and the recommendations agreed in the ‘Hearings for Children’ report.
Reporting to the Regional Tribunal Delivery Manager, the Regional Wellbeing Co-ordinator is responsible for the promotion of wellbeing support needs of Tribunal Members within one of 9 regions across Scotland. You will support the Regional Tribunal Delivery Manager and the Regional Partnership Co-ordinator to deliver the National Convener’s statutory duties for the provision of Children’s Hearings across a dedicated region in Scotland to a consistent high-quality standard.
The core purpose of this role will be the identification of wellbeing support needs on a regional level and signposting Tribunal Members to relevant support. This may involve contact pre/post hearings which are identified to have distressing subject matter and putting the relevant support mechanisms in place to promote the wellbeing of Tribunal Members. The role holder will be key to managing the relationship(s) between Tribunal Members who are volunteers and the organisation more broadly.
The role holder will be expected to be an exemplar for the values of CHS including listening to and valuing the voice of children and young people, the contribution of volunteers, and ensuring a respected, quality based, and sustainable tribunal system is delivered on behalf of the National Convenor.

You will have significant experience of working with children and young people to bring about lasting change. You will have a good working knowledge of the of children’s participation and the UNCRC, children’s hearings system, safeguarding practices and the wider policy and practice landscape.
You will be skilled at networking and agile in your approach. You will be skilled at working collaboratively across an organisation, and beyond, to use the views and experiences of children to bring about lasting change.
You will have a deep working knowledge of trauma informed practice, and how to effectively support and listen to people with lived experience of the hearing system. Above all you must be committed to children’s rights and have a strong track record of leading innovative programmes of work that have resulted in impactful improvements.

We are keen to encourage more young people to use our feedback channels and our primary aim is to resolve most of our complaints at the frontline, without the need for formal investigation. As Feedback & Complaints Officer, you will play a key role in improving processes relating to feedback and complaints management. As well as handling complaints in line with SPSO guidelines we also have a pastoral responsibility for our volunteer community so it’s important to understand what that means and get the balance just right.
You will have the opportunity to get involved in other projects which will enhance our insight and awareness of the experience of children and young people in hearings as well as from other partners. There will also be opportunity for career development for the right candidate.
Complaints sits within the Practice and Standards Team at CHS and that provides the perfect route for us to take the learning from feedback and complaints and translate that in to practice improvements within children’s hearings.
Your role
We are looking for someone with a proven track record in handling feedback and complaints. You must be passionate about resolving issues and making sure deadlines are met, using what we learn from feedback and complaints to improve outcomes for children You’ll be the main point of contact, either by e-mail, web form or telephone. You’ll have great interpersonal skills, be an excellent communicator and be able to multi-task and prioritise effectively.
Supporting the Complaints Management Officer you will be involved with several exciting projects we are working on, including the development of a more child friendly feedback and complaints approach and an improved feedback loop. CHS is also introducing a new Tribunal Support Model which will change our internal volunteer organisational structure and you’ll be expected to support those changes through the lens of your feedback and complaints role.
Please be aware that some travel may be required as a requirement of this job, as well as occasionally having to work outside CHS’s normal working hours.
About you
You will ideally have experience of or knowledge of the sector and will bring experience of dealing with feedback and complaints, establishing and maintaining successful relationships with our panel community.
You will need to capture the detail of the complaint accurately, establish what outcomes are required and work with our volunteer community and other partners to establish the facts so that you can respond to the complaint appropriately within the timelines required.
Having a good understanding of public sector complaints and the requirements of the Scottish Public Services Ombudsman’s Model Complaints Handling Procedure would also be required.
You’ll also need a good eye for detail, be comfortable using complaints management systems and be familiar with Office 365 systems, including Teams. You’ll be able to produce reports in relation to complaints and have the confidence and skills to engage with our partners and senior leaders. You need excellent analytical skills and the ability to accurately capture data to inform improvements.

As Change Manager you will play a critical role delivering organisational change at Childrens Hearing Scotland at a time of transformational change.
Your role
Reporting to the Senior Change Manager, you will be part of a team responsible for designing, leading and managing the change required at Childrens Hearings Scotland to deliver a quality based and sustainable tribunal system on behalf of the National Convenor that is underpinned by our respect for the infants, children and young people who use the system.
This is a new role at Childrens Hearings Scotland, and you will be joining at a pivotal point taking responsibility to support the implementation of a new operating model for the organisation, focused upon on children and their hearings.
Working closely with the Programme Management Office and colleagues locally and nationally, you will develop and manage change plans, and lead projects with an excellent understanding of change methodology and application.
Understanding how vital collaboration and engagement is with all stakeholders will be a core part of the role whilst anticipating and managing risk in the delivery of the change plan.
The successful candidate will be confident in data analysis and interpretation, as well as understanding the importance of defining and measuring success metrics and monitoring change.

Reporting to the Director of People and Culture, the successful candidate will be central to championing the importance of wellbeing and provide a central point of reference and subject expertise for the creation and implementation of a wellbeing strategy for CHS.
The post holder will promote the strategic relationship between wellbeing, resilience, change, performance and delivery at an organisational level and integration within business and operational plans. The role will be a key partner to the Regional Tribunal Delivery Managers to support and guide the Regional Wellbeing Co-ordinators to promote the wellbeing of colleagues and volunteers.

Your role
Working alongside the wider People & Culture team, the People & Culture Partner will lead and champion projects and initiatives to promote a proactive and progressive people culture at CHS.

Reporting to the Director of Tribunal Delivery, the Regional Tribunal Delivery Manager is a Senior Manager post responsible for one of 9 regions across Scotland. You will lead and manage a team of staff and volunteers to deliver the National Conveners statutory duties for the provision of Children’s Hearings across a dedicated region in Scotland to a consistent high quality standard.
You will be joining CHS at a pivotal point, as we implement this new regional tribunal support model and centralise our digital resource allocation processes. Alongside the team of Regional Tribunal Delivery Managers and our current Area Support Teams you will play a pivotal role in shaping and implementing the new model, ensuring our communities are effectively supported through transition and beyond as you become fully responsible for Regional delivery.
The core purpose of this role will be to provide, management and support to the regional team members (including volunteers) to deliver the National Conveners statutory duties around the provision of Children’s Hearings across a dedicated region in Scotland. The role holder will be key to managing the relationship(s) between Tribunal Members who are volunteers and the organisation more broadly.

Your role
Reporting to the Senior Change Manager, you will be part of a team responsible for designing, leading and managing the change required at Childrens Hearings Scotland to deliver a quality based and sustainable tribunal system on behalf of the National Convenor that is underpinned by our respect for the infants, children and young people who use the system.
This is a new role at Childrens Hearings Scotland, and you will be joining at a pivotal point taking responsibility to support the implementation of a new operating model for the organisation, focused upon on children and their hearings.
Working closely with the Programme Management Office and colleagues locally and nationally, you will develop and manage change plans, and lead projects with an excellent understanding of change methodology and application.
Understanding how vital collaboration and engagement is with all stakeholders will be a core part of the role whilst anticipating and managing risk in the delivery of the change plan.

As Resource Allocation Manager, with your team, you will play a critical role in enabling these decisions to be made through ensuring CHS Tribunal Panel Members are allocated appropriately to attend hearings throughout Scotland.
Your role
Reporting to the Director of Tribunal Delivery, the Resource Allocation Manager will lead a team of Resource Allocation Administrators to ensure 3 CHS Tribunal Panel Members attend the approx. 21,000 children’s hearings held annually across Scotland.
You will be joining CHS at a pivotal point, as we implement a new regional tribunal support model and centralise our digital resource allocation processes. As manager you will ensure that there is:
You will play a key link between the Scottish Children’s Reporter Administration (SCRA) in relation to ensuring hearings take place in the correct locations at the required times and in ensuring our joint digital system facilitates the smooth delivery of the schedule of hearings.
You will build relationships with CHS Regional Tribunal Delivery Managers to enable effective and efficient resource allocation across every region in Scotland.
You will take responsibility for process improvements in the effective allocation of resources and rota creation in line with changing expectations of the Hearings system over time. You will build effective working relationships with colleagues, and develop and motivate a delivery-focused team, balancing management responsibilities for direct reports alongside contributing to the functional work of the team.

• Manage the Panel and AST Member expense and devolved funding reimbursements from Local Authorities and liaise with Local Authority Clerks for the timely submission of claims and resolve any queries.
• Manage CHS’ invoicing process using manual, electronic processes and multiple e- mailboxes ensuring system controls, error detection and resolution in line with Shared Services Provider’s timetable.

This role provides a great opportunity to help vulnerable children and young people and their families and also to support our volunteer community by enhancing practice.
We are looking for someone with a proven track record in handling feedback and complaints. You’ll be the first point of contact, either by e-mail, web form or telephone. You’ll have great interpersonal skills, be an excellent communicator and be able to multi-task and prioritise effectively.
You will need to capture the detail of the complaint accurately, establish what outcomes are required and work with our volunteer community and other partners to establish the facts so that you can respond to the complaint appropriately within the timelines required.
You’ll need a good understanding of public sector complaints and the requirements of the Scottish Public Services Ombudsman’s model complaints handling procedure.
Supporting the Complaints Management Officer you will be involved with several exciting projects we are working on, including the development of a more child friendly complaints policy and an improved feedback loop.
You’ll also need a good eye for detail, be comfortable using complaints management systems and be familiar with Office 365 products, including Teams, and be able to produce reports in relation to complaints and have the confidence and skills to engage with our partners and senior leaders.
Feedback & Complaints at CHS
We are keen to enhance or feedback channels and our primary aim is to resolve most of our complaints at the frontline, without the need for formal investigation. As Complaints Officer, you will play a key role in improving processes relating to feedback and complaints management. As well as handling complaints in line with SPSO guidelines we also have a pastoral responsibility for our volunteer community so it’s important to understand what that means and get the balance just right.
You will have the opportunity to get involved in other projects which will enhance our insight and awareness of the experience of children and young people in hearings as well as from other partners.
Complaints sits within the practice and policy team at CHS and that provides the perfect route for us to take the learning from complaints and feedback and translate that in to practical guidance for our volunteers.

Our Practice & Policy team
We now have an exciting opportunity for an enthusiastic individual with relevant experience of practice and policy to join our team. Applying your expert professional knowledge, you will play an integral part in developing and implementing effective practice information and resources for Panel Members. You will work with our National Training Lead to ensure that training materials are developed and maintained in line with current legislation and the National Convener’s practice advice for Panel Members. Your relevant legal knowledge regarding the children’s hearings system and child protection will be particularly advantageous for this purpose.
As a confident self-starter you will also drive initiatives and work in close partnership with key stakeholders on various national practice improvements and programmes. You will take on responsibility for coordinating the work of a newly established bank of Independent Report Writers, managing the end-to-end process of the independent report writer’s function.
Playing an integral and trusted part in the successful management of the hearings process, you and your team will be responsible for providing sound practice advice and guidance to Children’s Hearings Scotland volunteers and staff.

Our delivery of ‘The Promise’
This is an exciting opportunity to contribute to the administration, planning, coordination and reporting within Children’s Hearings Scotland’s (CHS) Programmes of work.
The successful candidate will work closely with our Programme Manager supporting the delivery of key projects sitting within the CHS Promise Programme, in line with the redesign objectives of the Children’s hearing system outlined in the Scottish Government’s “The Promise”, from the Independent Care Review. You will be responsible for driving and delivering the administration of our programme of work, and be required to support project leads with organisation and reporting.
The post holder will also work closely with the National Quality & Performance Lead to support the administration of reporting to support governance and improvement across the organisation.
We are looking for candidates who are highly organised, process driven and have previous experience in supporting projects through-out full project lifecycle, from initiation to close.

Records management, information governance and the statutory information request service sit within a small, focussed team at CHS. You’ll need to have a keen eye for detail and be comfortable using business analytics software to navigate data - though we’ll provide training on our particular systems. Being able to explain complex and nuanced data and evidence in a clear and concise way is very important in this role, as it being able to ‘tell stories’ through data.

Our Practice & Policy team
We now have an exciting opportunity for an enthusiastic individual with relevant experience of practice and policy to join our team. Applying your expert professional knowledge, you will play an integral part in developing and implementing effective practice information and resources for Panel Members. You will work with our National Training Lead to ensure that training materials are developed and maintained in line with current legislation and the National Convener’s practice advice for Panel Members. Your relevant legal knowledge regarding the children’s hearings system and child protection will be particularly advantageous for this purpose.
As a confident self-starter you will also drive initiatives and work in close partnership with key stakeholders on various national practice improvements and programmes. You will take on responsibility for coordinating the work of a newly established bank of Independent Report Writers, managing the end-to-end process of the independent report writer’s function.
Playing an integral and trusted part in the successful management of the hearings process, you and your team will be responsible for providing sound practice advice and guidance to Children’s Hearings Scotland volunteers and staff.
You will be required to travel across Scotland and work on occasion outside CHS’ normal working hours to meet the requirements of the job.

Our Area Support & Improvement team
We now have an exciting opportunity for an enthusiastic individual with relevant experience to work with the Lanarkshire, Dumfries & Galloway Support teams. You will work alongside our Area Support Teams and their local leaders (Area Conveners) providing strategic and operational support, and will play a vital role in ensuring that CHS delivers on The Promise so that we meet the expectations of children, young people and partners, when it comes to providing the best possible hearings experience. Knowledge and experience of using Quality Improvement to drive change for improvement is essential.
Our Area Support and Improvement Partners are responsible for driving improvement and change initiatives locally, and enabling national consistency. These posts are key to building relationships with our partners at a local level, looking for opportunities to implement change that improve hearings for the children and young people attending them, both now and in the future.
Most of the nine Area Support and Improvement Partners are responsible for supporting more than one Area Support Team, and you will be required to travel regularly across your local area, and occasionally across Scotland when it is within government guidance to do so. You will also be supported to work from home.
You will be required to work outside CHS’ normal working hours to meet the requirements of the job.

Our Finance team
We now have an exciting opportunity for an enthusiastic individual with relevant experience of public sector accountancy to join us as a Management Accountant. Applying your expert professional knowledge and experience, you will play an integral part in the successful management of the of our financial processes. We are looking for someone who can provide excellent advice, guidance, and oversight on all aspects of our Finance and Budget management.
As our Management Accountant, you will develop and maintain effective and proactive working relationships between the Finance Team and our operational teams, working with support services colleagues to source and deliver appropriate solutions to meet our business requirements. You will ensure the implementation of our Finance policies and procedures brings consistency of practice, fairness and equality in relation to budget management.
You will review the effectiveness of our administrative financial policies, systems and procedures to ensure continuous improvement and enable our growth as we move forward.
You will be a key player working with our internal and external auditors to provide relevant information and access and brining their recommendations forward.
Day to day, you will manage our capital/asset accounting including appraisal, post appraisal and asset register maintenance, verification, depreciation and disposal of fixed assets. You will support the payroll function and liaise with our pension providers and HM Revenue and Customs as required.

Our Practice & Policy team
We now have a fantastic opportunity for a strategic and forward thinking leader to head up our Practice and Policy team. You will have relevant experience and connections to the Children’s hearing System and will be responsible for leading, directing and developing practice and policies across CHS. Your focus will be on ensuring that practice and policy support organisational objectives, and the effectiveness of Panel Members to achieve the best interventions and outcomes for infants, children, young people and their families.
You will have a sound understanding of our missions, vision and values and be able to use your extensive experience to develop corporate strategies and meaningful objectives which promote national policy, drive and maintain quality standards, and lead to positive demonstrative outcomes.
You will facilitate and nurture best practice across the service; actively encourage and promote the contribution to practice and policy from all staff; and maximise efficiency and effectiveness through integration and inclusion.
Educated to degree level or equivalent you must be able to evidence your recent commitment to continuing your professional development in your area of work. You must also possess a leadership/management qualification and have significant demonstrable experience in leadership, problem solving, planning and decision making.

Our Practice & Policy team
We now have an exciting opportunity for an enthusiastic individual with relevant experience of the children’s hearing system to lead our practice function. Applying your expert professional knowledge, you will play an integral part in the successful management of the hearings process, by providing excellent practice and legal advice directly to our volunteer Panel Members. Your relevant legal knowledge regarding the children’s hearings system and child protection will be particularly advantageous for this purpose.
As a confident self-starter you will also drive initiatives and work in close partnership with key stakeholders on various national practice improvements and programmes.
Playing an integral and trusted part in the successful management of the hearings process, you and your team will be responsible for providing sound practice advice and guidance to Children’s Hearings Scotland volunteers and staff.
You will be required to travel across Scotland and work on occasion outside CHS’ normal working hours to meet the requirements of the job.
You must be able to lead, drive and deliver high quality support, information and advice within a volunteer centric organisation ensuring a sound understanding of our mission, vision and values and have a real passion for delivering high quality policy and practice.

Role
Children’s Panel Members are trained to take part in children’s hearings and make important decisions with and for infants, children and young people.
We are looking for a committed and enthusiastic person to take on the volunteer role of Depute Area Convener. Depute Area Conveners play a key role by supporting the local Area Convener in the leadership of local volunteers.
What will you be doing?
Supporting the local Area Convener, you’ll be managing a team of volunteers to recruit, select, quality assure and manage concerns or complaints in your area. You’ll be working with local partners, communicating with Panel Members and leading on and implementing national improvements at the local level. You will also make sure that the views of young people are heard and acted upon within your area.
Who are we looking for?
You’ll be enthusiastic and committed to securing the rights of infants, children and young people and improving their outcomes and experiences; able to lead and be part of a team; a strong communicator. You should also be familiar with working with volunteers and be able to demonstrate a strong commitment to and understanding of the ethos of the children’s hearings system.
Where should you be based?
We are looking for a Depute Area Convener in Fife
Children’s Panel Members are trained to take part in children’s hearings and make important decisions with and for infants, children and young people.
We need a committed volunteers across Scotland to take on the role of Area Convener. Area Conveners don’t sit on Children’s Panels, but instead manage the work of volunteers in their local area.
What will you be doing?
You’ll be managing a team of volunteers and developing new ways of working for your area. You’ll be working with local partners, communicating with Panel Members and leading on national improvements at the local level. You will also make sure that the views of young people are heard and acted upon within your area.
Who are we looking for?
