Role
The Finance Manager is a member of the Senior Leadership Team (SLT) and independently manages The Welcoming Association’s day-to-day finance function as the organisation’s sole finance specialist. The role provides timely, reliable financial information, maintains effective financial controls, and contributes financial expertise to strategic and operational decision-making by the SLT, CEO, and Board.
Reporting to the CEO, the postholder works closely with the Treasurer, budget holders and external advisers.

The post holder’s base location will be The Welcoming’s office at 20/1 Westfield Avenue, Edinburgh, EH11 2TT.

About the Role
The Finance Manager is the most senior finance professional within the Commission, responsible for delivering robust financial management, statutory compliance, payroll oversight, and strategic financial advice. You will oversee an annual budget of approximately £7m and act as the organisation’s subject matter expert for all financial matters.
Working closely with the Head of Culture & Corporate Services, you will lead on:
- Financial reporting, analysis and advice to the CEO, executive leadership team and the Board
- Annual budget setting and multi-year forecasting
- Year-end accounts and external/internal audit
- Payroll and the annual pay award process in line with Scottish Government Pay Policy
- Financial controls, policies, procedures and risk management
- Procurement compliance and value for money
- Managing the shared services arrangement with Scottish Government (Oracle)
This role offers significant autonomy, influence and the opportunity to shape financial stewardship across the organisation.
About You
We are looking for someone who brings:
- A professional accountancy qualification (ACCA, CIMA, ICAS or equivalent)
- Significant experience in public sector financial management
- Strong knowledge of the Scottish Public Finance Manual (SPFM) and Scottish Government Pay Policy
- Experience managing payroll and related processes
- Excellent analytical, communication and influencing skills
- The ability to work independently across a wide remit
- A commitment to public sector values, integrity and continuous improvement
- People management experience and familiarity with Scottish Government shared services (Oracle) is desirable.

We are looking for an experienced and motivated Project & Partnership Manager to lead the delivery of an innovative programme supporting vulnerable households affected by the Radio Teleswitch Service (RTS) switch-off.
Working with a wide range of internal and external stakeholders you will oversee the end-to-end customer journey, ensuring vulnerable householders receive the practical support they need to overcome the barriers to having their meter upgraded while remaining connected to their energy supply. As the Project Manager you will be responsible for mobilising and delivering the project from start to finish ensuring it is delivered on time and within budget.
This role sits within Changeworks Retrofit Delivery team, and you will be working alongside specialists with a proven track record in delivering large-scale retrofit programmes. A skilled project team will be on hand to provide technical expertise, operational support and guidance throughout the project lifecycle.
To deliver this project, we are looking for someone with strong project and partnership management skills and a proven ability to bring people together to deliver successful outcomes. You will be collaborative and solutions-focussed with an ability to manage competing priorities to ensure the vulnerable people supported by this project have a positive experience.
The role is offered on a fixed term basis, for a period of 2 years.
