Role

We wish to recruit to our Housing Services Team a suitably qualified, skilled, and enthusiastic individual for the Assistant Housing Services Officer (Maternity cover) post.
- To assist the Housing Services Officers with the delivery of a generic housing management service with responsibility for a range of Housing Management Services within a defined area of operation and assist with other areas as required.
- To contribute to achieving the targets and performance measures set for the Association, the Housing Services department and the post.
- To promote resident participation and community involvement.
- To contribute to establishing, operating and reviewing the Policies and Procedures of the Association that are relevant to the delivery of Housing Services, particularly Income Management, Void Management, Tenancy Management & Anti-Social Behaviour, Tenancy Sustainment and Allocations.

- To carry out all principal duties in relation to the Finance Officer’s role. This will cover overseeing both the financial and IT systems, and assisting Association staff to provide an excellent customer service.
- To support effective financial management by ensuring accurate processing of all financial transactions, preparation of financial reports and compliance with regulatory and audit requirements
- To ensure a comprehensive IT service is given to all sections of the Association by providing on site IT support and referring issues to the IT consultants as needed
- To prepare budgets, management accounts and forecasts and to assist with the annual accounts preparation
- To line manage, lead and motivate two direct reports
- To work positively and effectively in a team environment and with colleagues in other departments

About the role

The role holder will be accountable for:
- Encouraging and supporting our Registered Social Landlord tenants to participate in, influence (individually or collectively) and scrutinise decisions taken by us which affect them
- Engaging with relevant management and staff to coordinate tenant participation, engagement and information gathering activities
- Raising awareness of the importance and impact of tenant participation among staff to support a culture of proactively seeking out, listening to and acting on tenants’ views and experiences to improve our services
- Identifying and implementing approaches which ensure that we meet and exceed regulatory requirements for tenant participation
- Encouraging our mid market rent tenants and other customers to get involved at an appropriate level
The role holder will be expected to contribute to effective team working and provide high quality customer service
About you
- Have experience of working in a role where engagement with customers to obtain business intelligence has been a key element of the role
- Have experience of building effective collaborative working relationships with customers and colleagues
- Have experience of engaging with hard-to-reach groups.
- Be Educated to a Scottish Credit and Qualifications Framework level 8 (HND level or equivalent) in a relevant subject or progressing towards full membership of a relevant recognised professional body

We are looking for a highly motivated Technical Officer to join our Technical Division. The Technical Officer will play a key role in delivering high-quality asset management and investment programmes across GWHA’s housing stock. The postholder will demonstrate strong technical and specialist knowledge to support the protection of property assets through the delivery of major works, cyclical maintenance, common fabric repairs and component replacement programmes.
Working collaboratively with colleagues, consultants, contractors and stakeholders, the successful candidate will assist with procurement and contract administration, maintaining comprehensive and accurate records, reporting and administrative systems. The role requires a commitment to enhanced customer service through the provision of quality advice, information and support to residents, owners and stakeholders, ensuring all works comply with relevant legislative, regulatory and health and safety requirements.
The successful individual will have demonstrable project delivery experience and risk, compliance awareness, professionalism and competence to reflect core responsibilities and scope of role.
Relevant professional experience is essential. A professional or vocational qualification, and understanding of property factoring services is desirable.
List of Key Tasks
- Support the delivery of planned, cyclical and ad hoc works programmes, including SHQS, EESSH and component replacement initiatives, as directed.
- Undertake property inspections to assess condition, compliance and investment need, contributing to asset management and investment planning, including associated day-to-day updates to/and reporting from asset management software, databases and mobile working solutions.
- Assist
in procurement and contract administration activities, including:
- Preparation of business case options appraisals, specifications and schedules of works
- Supporting tender documentation and submission processes
- Assisting with tender evaluation exercises
- Supporting pre and post contract administration in line with GWHA procurement strategy.
- Undertake site visits to monitor works on site, attending contract meetings as required and escalating issues appropriately.
- Support the Senior Technical Officer / Technical Manager in contract management activities, ensuring contractor compliance with quality, cost, programme and health and safety requirements.
- Assess and support the management of contractor performance, reporting concerns, trends or risks.
- Liaise with tenants, residents, private owners and stakeholders regarding planned and live works, contributing to effective communication; complaint mitigation, and complaint handling.
- Represent GWHA at resident meetings and site based engagements where appropriate.
- Scrutinise invoices and valuations for accuracy and value for money prior to processing within delegated authority.
- Assist with risk assessments, compliance reporting and preparation of performance or governance reports.
