Role

Capital City Partnership (CCP) is an arm’s length company of The City of Edinburgh Council and is tasked with the operational development, management and support of local and regional employability and poverty reduction measures. It takes a flexible approach to changing economic conditions, needs and opportunities but its core functions comprise.

• The management of all employability related grants and contracts awarded to external providers by the council and other key partners

• The management of assessment processes related to bids received for such grants and contracts and making recommendations for funding

• The provision of policy advice, research, and development support (including secretariat functions) to the city’s Jobs Strategy Partnership and partners

• The development and maintenance of common communications and management information infrastructure for the Jobs Strategy Partnership

• Development and support of the Joined Up for Jobs network and the Joined Up for Business partnership

• Provision of support to the Edinburgh and South-East Scotland City Region Deal Integrated Regional Employability and Skills programme.

JOB PURPOSE

The Integrated Regional Employability and Skills (IRES) programme under the Edinburgh and South-East Scotland City Region Deal aims to tackle inequalities through supporting a growth programme over the long term. One aspect of this approach is the development of a new single management information system (MIS), Helix. Whilst the technical support for Helix is provided by the company behind the system, Hanlon, more user focused support is delivered by CCP, and it is for the support of this function that we wish to recruit a Business Information Support Officer.

The Helix system is currently used in the first roll out phase and used in Edinburgh and East Lothian by projects delivering employability support. Mid-Lothian and Scottish Borders are in the process of moving on. It will be fully used in South-East Scotland by 2025 for partners and projects funded predominately under No One Left Behind and UK Shared Prosperity resources. We now require an Officer to support the Business Intelligence Manager to oversee the Helix system and more importantly, support the caseworkers adding data and running reports on a daily basis. This support can be provided through a mixture of phone calls, emails, online meetings, and face to face support. The focus is that the data on the system is the most accurate and up to date it can be, and the service provided to the clients can be monitored from the database. To give some idea of the scale of the MIS, there are currently around 200 programmes recording their work on it and over 350 registered users. Questions that arise from caseworkers could for example include:

• Setting up new users on the system

• Questions about reports

• Clients that have been added to no programme or the wrong programme

• Clients that have been added but did not complete the correct paperwork and need removed

• New programmes and provisions that need set up or old programmes that need to be closed

• Activity status that needs changed

• Check and merge duplicate records

• Remove records that should no longer be retained as they are beyond the 7 year retention period.

Other significant duties include supporting the development of the system as it is rolled out into other areas of South East Scotland and beyond if required; delivering training to new system users; involvement in the discussions with users of the system through quarterly forums; supporting the Joined Up for Jobs website with content.

There is a Business Intelligence Manager to support this area of work. The successful candidate will also liaise with our employer engagement team to ensure the system is reflecting job opportunities.
