The post holder will assess the needs of individuals referred to the service and plan and deliver a proportionate response to the presenting issues. Work will be delivered through one-to-one intervention and group settings across a range of sites. As this role combines community outreach and office-based work, applicants must hold a valid driving licence and have access to a vehicle, as regular travel is required. Following appointment, there will be an induction period based at the TCA Dundee office. Ongoing attendance at team meetings, supervision, and in-house training sessions at TCA Dundee will form part of the role.

Who Cares? Scotland is Scotland’s only national independent membership organisation for Care Experienced people. Our mission is to secure a lifetime of equality, respect, and love for Care Experienced people in Scotland and we currently have over 3000 Care Experienced members.
At the heart of Who Cares? Scotland’s work are the rights of Care Experienced children and young people, and the power of their voices to bring about positive change. We provide individual relationship-based independent advocacy and a broad range of imaginative participatory opportunity for Care Experienced young people across Scotland; we work alongside corporate parents and communities of all sorts to broaden understanding; we work with policy makers, leaders and elected representatives locally and nationally to shape law, policy and practice on the basis of all that can be learnt from the voices of those with experience of care – working together to build on the aspirations of The Promise and secure positive change.
This role offers the opportunity to work directly with children and young people with experience of care in a variety of settings including at home, in residential care, kinship care or secure care. The Advocacy & Participation Worker will provide individual relationship-based advocacy support and will be a key member of the Advocacy and Participation team, supporting young people across the Dundee area to ensure their rights are upheld and their voices are heard.
In this role you will have the opportunity to provide independent advocacy and participation opportunities for children and young people who are looked after, Care Experienced, or subject to formal processes and structures. The role will see you actively participating in child’s plan meetings, children’s hearings, and other formal processes. In partnership with professionals, carers, and organisations, you will help to achieve the best outcomes for children and young people.
The role will also include facilitating group opportunities for and with children and young people within the Dundee area. This includes providing engagement and participation opportunities, throughout the Who Cares? Scotland local and national networks.
The post holder will raise awareness of Who Cares? Scotland and its services to children, young people, professionals, third sector partners and carers. You will also help facilitate training to Dundee’s Corporate Parents alongside our national Corporate Parenting team.
The right candidate for this post will be able to form positive relationships with children and young people and have good interpersonal skills. You will feel confident communicating with individuals and groups, both in writing and verbally, and be able to adapt your approach to a wide range of contexts. Secure in making effective plans, as well as evidencing your work, you will prioritize and meet deadlines. You will take enjoyment from working collaboratively with partners, believing in equal opportunities and inclusive working. Committed to children’s rights, you are someone who knows that all young people can make transformative changes happen in their lives if given the opportunity. You can demonstrate knowledge of the current structure, developments, policy, and practice in relation to children and young people experiencing care in Scotland.
You will be flexible in your approach, be able to work occasional evening and weekends (with prior agreement), and have a full driving license, and access to own transport.
While we would welcome the knowledge gathered through relevant qualifications, we are just as interested in relevant work experience. We welcome and encourage applications from those with experience of care.
If this sounds like the role for you, we would love to hear from you. For an informal conversation about this opportunity please contact Leanne Murdoch, Advocacy and Participation Manager lmurdoch@whocaresscotland.org.

Rossie is one of Scotland’s longest-established providers of children’s services and has been supporting vulnerable young people since 1857. Today, the organisation is one of only four secure care providers in Scotland, delivering residential care, secure care, education, health, and therapeutic support for young people with complex needs and experiences of trauma.
Located on the east coast of Scotland, Rossie operates at the intersection of care, education, justice, and public policy. Regulated by the Care Inspectorate, HMIe, and the Scottish Social Services Council (SSSC), the organisation provides highly specialised support for young people aged 10–18 within a safe, nurturing, and trauma-informed environment.
Rossie is committed to helping young people build resilience, improve wellbeing, and maximise their potential through integrated care, education, and therapeutic interventions tailored to individual needs. The organisation has earned multiple national awards and continues to invest in development, innovation, and service improvement, with a clear ambition to remain at the forefront of care provision in Scotland.
This is a significant period for Rossie and for the wider secure care sector. Legislative reform, evolving inspection frameworks, and changes to commissioning and funding structures are reshaping how services are delivered across Scotland. Rossie is exceptionally well placed to help shape that future, supported by a strong operational foundation, a clear sense of purpose, and a Board committed to providing effective strategic leadership and governance.
About the Role of Chair
Following five years in post, Rossie’s current Chair is retiring and, as part of a planned succession, the Board is seeking an experienced Chair to lead the organisation through its next phase.
Residential and secure care in Scotland is changing, driven by the Children (Care and Justice) (Scotland) Act 2024, The Promise, evolving Care and Education Inspectorate standards and wider changes in public policy. This is an opportunity to lead a capable and committed Board through that change, ensuring effective governance, supporting the Executive Team and representing Rossie confidently with government, commissioners, regulators and partners.
The Person We’re Looking For
We are seeking an experienced Board Chair who understands the discipline of governance and the distinction between providing strategic oversight and managing the organisation.
Previous experience as a Chair of a sizable organisation is essential. This could be from a charity, public sector, regulated or commercial environment, although experience within the charity or wider public/regulated sector would be particularly relevant.
The successful candidate will have the judgement and presence to lead Board discussions, navigate different perspectives, support effective decision-making and provide constructive challenge to the Executive Team. They will be comfortable leading through periods of change and uncertainty, while maintaining a clear focus on Rossie’s purpose and the young people it supports.
You will likely have:
Time Commitment
There are eight Board meetings per year, alongside an annual strategy day. Trustees are also expected to serve on at least one Board committee, with additional committee meetings held throughout the year.
The Chair will also have regular meetings with the CEO and Executive Team, and a visible presence at Rossie would be beneficial. The current Chair is regularly on site, approximately once a week, and the incoming Chair would be expected to develop a similar level of engagement with the organisation.
