The Investigations Support Officer (ISO) provides integral administrative support to the Standards team. The Standards team consists of Investigating Officers (IOs) who report to the Senior Investigating Officer (SIO) and/or Hearings and Investigations Officer (HIO).

The Commissioner receives complaints about possible breaches of the Code of Conduct for Councillors, the Code of Conduct for MSPs and of Codes of Conduct based on the Model Code for members of public bodies. The Commissioner also deals with complaints covering regulated lobbying.

The IOs are responsible for investigating complaints to a conclusion including carriage of the related administrative duties and all contact with the complainer, respondent, local authority staff, and others involved in a given case. The ISO provides administrative support to the IOs in accomplishing these tasks.

The successful applicant will be experienced and effective case administrators, with relevant professional or regulatory backgrounds, and strong analytical skills. They will also share our values. We act ethically and with empathy; we value people.

It is desirable that the successful candidates will have a track record of working in or with the public sector, particularly with local authorities and/or other public bodies subject to ethical standards regulation.

The post is full time, pensionable and based at our offices in Edinburgh, which is currently operating flexibly to accommodate remote, hybrid or office-based working. The flexible working options are set out in our Remote Working Policy.

Please note that the ISO role requires at least 1 day of in office work per week in addition to some travel in connection with investigations-related work, attending external training or networking events, or public hearings.

Starting salary: £31,514 per annum rising to £34,066 per annum after 1 year in post (please note: the starting salary is non-negotiable)

Working hours: Full-time, Monday to Friday (35 hours effective from 01 March 2026)

Leave allowance: 25 days increasing to 30 days with 11.5 public holidays

Do you have some experience of advice work, preferably with a focus on housing issues, and a real desire to advance your specialist level knowledge? Then join Shelter Scotland as a Housing Rights Worker and you could soon be playing a vital role in helping to identify and resolve the homelessness and bad housing issues facing local communities.

About the role

In our Community Team, we identify, investigate and intervene in housing and homelessness issues. We are engaged in our local communities to understand the housing issues people are facing, and we apply our expertise to work toward solutions. Lived experience of the housing emergency is at the heart of everything we do.

Role specifics

You will have the ability to engage and work collaboratively with individuals, communities and with all stakeholders, including running group workshops and presentations. You have experience, knowledge of and/or proven ability in housing and homelessness advice and advocacy, with the ability to progress to specialist level knowledge. Essential to the role will be good time management, carrying out casework related interviews, maintaining detailed case records and offering advice and support to clients to inform their decisions.

There are three Community Teams - North, West and East. These teams of housing rights workers engage with and activate communities in delivering insight and evidence and targeted interventions, to address local issues and contribute towards the Shelter Scotland Housing Emergency campaign for structural change.

As an Inclusive SDS Development Worker, you will:

• Represent GCIL confidently with external stakeholders, partners, and professionals.

• Maintain accurate client records and ensure compliance with data protection and GCIL policies.

In order to be successful in this role you should have:

• Excellent verbal and written communication skills and confidence engaging with a wide variety of people and communities.

• Experience of providing information, advice, and support in a people-focused environment.
• Good knowledge of Self-Directed Support, particularly Option 1 – Direct Payments.

• Strong digital communication skills and a great working knowledge of Microsoft Office applications.
• A full driving licence and access to a vehicle.
