First started by Aberdeen University students as a soup kitchen, Aberdeen Cyrenians now put the needs of North East
Scotland's most vulnerable and socially excluded people first — leading at the frontline of service, care
and influence for 50+ years.
Aberdeen Cyrenians work continuously to shift perceptions and change the outlook on homelessness and vulnerability in
society — the reality often differs drastically from the 'labels' that people use when thinking of those
who need support. Not accepting the current perception of homelessness is something that underpins Aberdeen
Cyrenians' work. Our approach puts the reality of these situations front and centre.
This reality reminds us that anyone can find themselves in difficulty, and Aberdeen Cyrenians exist to support anyone
and everyone — whether they're living on the street, at high financial risk, in an abusive living situation,

About Justice Services
Aberdeen Cyrenians provide justice support services to Aberdeen City Health and Social Care Partnership. We provide
intensive support to individuals who are, or have been, involved with the justice system, supporting them to
re-integrate into the community and regain their sense of citizenship. We help those in need of support to
address their offending behaviour and make positive changes.
Position
We are currently recruiting for a Service Manager to join our Management Team and lead our Justice Services.
Responsible To: Senior Manager - Operations
Responsible For: Lead Practitioners, Support Practitioners, Work Placements, Student Placements and Volunteers
SSSC Registration Level: Registered Manager
Main Responsibilities
The Service Manager will be responsible for the day to day operational delivery and development of the Justice
Support service: ensuring a high level of supervision to ex-offenders on licence and oversee the Justice Support
Services. They will ensure that those presenting in crisis are supported by suitably qualified support staff,
monitor case loads and have full oversight of all service delivery documentation to achieve regulatory
compliance.
The Service Manager will maximise the capacity of the services and ensure efficiency when managing human, material
and financial resources.
The Service Manager will be required to:
- Achieve the objectives of the service in line with funding and/or contractual agreement
- Build the
service team to ensure effective team working and a collaborative working culture
- Develop individual
members of staff to achieve the objectives of the service
- Develop the delivery of the service in a
changing and challenging climate in collaboration with senior management
- Identify areas for growth and
where needs are not being met within the service user community work with senior management to develop service
delivery proposals
- Hold strong fiscal management of the services budget
- Work in collaboration
with the Management Team
- Support the delivery of the organisations strategy, vision and objectives,
working in collaboration with the senior management team as required.
Job Activities
- Manage and coordinate the service teams to ensure that the deliverables of services are achieved in terms of
each commissioner/funder
- Produce monthly reports to submit to the Senior Manager - Operations and Head
of Services to ensure effective monitoring of service outcomes and allow the CEO to appraise the Board of its
progress
- Lead by example through managing change and promoting a collaborative, supportive and dynamic
working culture that delivers high quality service provision for service users and partners. Promote a positive
working environment and ensure that staff operate within the values and behaviours of the
organisation
- Manage and support staff to adapt to changing requirements and needs of service users
enabling a bespoke service to be delivered
- Work in partnership with key internal and external
stakeholders and agencies and maintain strong working relationships
- Manage complaints or disputes in a
professional manner ensuring that professional relationships are upheld
- Review service delivery systems,
manage referrals and support all aspects of operational need ensuring high quality and consistent service
delivery. Monitoring of housing support needs, intensive support packages and service user adherence to any
orders or conditions of release from prison
- Participate in the collation of statistical information and
submission of future funding for potential services
- Encourage all staff to have a positive multi-agency
working approach representing the organisation at local and national multi-agency forums
- Establish safe
staff working protocols when working with service users
- Ensure that full SSSC and Care Inspectorate
registration requirements are met.
Finance/Budget Control
- Managing finance / financial control - Ensure regular review of service budget with the Finance Manager/Senior
Manager Operations reporting to the Head of Services staffing costs, amenities, emergency expenses
etc.
- Manage financial expenditure in order to deliver cost effective services within budget.
Compliance
- Work to agreed funding/commissioner deliverables and hold responsibility for the submission of progress reports.
Attend meetings with funders and Senior Management as required
- Ensure safe working environments and
complete requested training to ensure compliance: Health and Safety, Fire Safety. Health and Safety –
Preparations of Risk Assessments in relation to working in community outreach and working with high-risk service
users. Training of staff in Risk Assessment and documentation to ensure compliance. Fire Safety – Ensuring all
staff undertake fire safety training including induction, Fire Safety DVD and emergency scenarios
- Attend
internal meetings and work with the wider management team as requested
- Quality Assurance Systems:
Undertaking QA Audits which includes reviewing risk assessments, policies & procedures, use of IT equipment,
organisational systems and processes and ensuring that all recommendations are actioned.
Service Development
- Responsible for ensuring service users are supported within organisational policies, procedures and within
service remit. Provide support and guidance to all staff and relief workers to ensure that they adhere to the
organisational policies, procedures
- Provide support and guidance to all staff attending multi-agency
meetings including those in relation to the safeguarding and risk management meetings
- Support staff
service user representatives at committee meetings. Ensuring the accurate use of the service user admin system,
In-Form and encouraging service user involvement in the recruitment processes and volunteering within the
organisation.
Human Resources
- Responsible for completing appropriate payroll documentation to meet payroll deadlines
- Recording of
absence and management of staff absences in line with the Bradford system
- Ensure that there are
effective staffing levels in order to deliver the service in line with safety requirements and lead the
recruitment and selection process for new employees as required in line with budget requirements
- Ensure
that staff work in according to their Scottish Social Services Codes of Practice, Health and Social Care
Standards and other relevant legislation and best practice guidance
- Abiding by the terms of the Check-In
(support & supervision) policy
- Performance management of service delivery staff including the use of
disciplinary, capability and grievance procedures where necessary.
Additional
- Carry out other relevant work commensurate with the post as required by the senior management
team

and support staff to embed into their daily practice

Requirements
Essential
- Extensive experience of working within Justice Services/Prison Services/Youth Offending/Police and supporting
vulnerable people with an offending history
- Working knowledge of community based outreach
services
- Working knowledge of appropriate legislation (Housing/Finance/Criminal Justice/Social
Work/Social Care)
- Knowledge of Housing Support Models
- Team Management/Leadership Experience and
experience of supporting and developing a team
- Collaborative/inter-agency working
- Strong
communication skills
- Ability to organise and prioritise work
- Direct work with vulnerable
people.
Desirable:
- SCQF Level 9 Adult Health and Social Care and SCQF Level 10 Leadership and Management in Care. If the candidate does not hold these qualifications, they must be willing to work towards them to meet the requirements of registration with the Scottish Social Services Council.
