Loch Lomond & The Trossachs National Park covers over 720 square miles of Scotland’s finest countryside which welcomes over 4 million visitors each year. The role:

You will be responsible for leading, developing and enhancing our corporate performance and governance to ensure continuous improvement brining an innovative and engaging approach to the development and reporting of our key corporate and operational plans.

An experienced professional, with excellent interpersonal skills, you will have a proven track record in annual planning with an innovative approach. As someone who has strong policy and advocacy skills and who demonstrates sound independent judgement, you will understand how to approach, advise, and influence stakeholders at all levels. You will be confident, credible, proactive, and creative when driving quality improvement and good practice.

Responsibilities:

  • Lead, develop, embed, and continuously improve the governance systems, policies, and procedures of the National Park Authority.
  • Facilitate the management of Board and Committee affairs, including overseeing the business of the Board, advising the wider organisation, including Operational Managers and the Executive, on the strategic management of board business, and acting as Proper Officer for the Board, if required.
  • Lead the development of, and reporting on our Annual Operational Plan, ensuring they reflect organisational priorities and constraints, and putting in place systems and processes to ensure alignment with annual budgeting and project planning.
  • With the Finance Manager, jointly lead the preparation of our annual budget to ensure it supports the achievement of our goals and outcomes.
  • Lead the programme management function to coordinate cross-organisational work plans, project planning, resources, and joined-up decision making across the portfolio of projects.
  • Manage and seek continual improvement in the organisation’s corporate risk management and internal audit functions
  • Ensure the efficient management of information requests submitted under the Freedom of Information (Scotland) Act 2002 and Environmental Information (Scotland) Regulations 2004 including fit for purpose information gathering practices and oversight ensuring the completeness of responses. Ensure that the personal data held by the organisation is managed and used in a manner that is compliant with GDPR.
  • Manage the corporate performance and governance functions to deliver objectives from Strategic and Operational Plans, ensuring effective and efficient team management is in place.
  • Ensure own team’s budgets and expenditure are aligned with annual operational planning and that financial procedures and reporting are adhered to and budgets met.
  • Develop the necessary partnerships and engagement with other organisations, interests, and wider communities to ensure the ongoing efficient and effective delivery of priorities and programmes.
  • Identify improvement opportunities, including efficiencies and external funding sources, and deliver innovative solutions to capitalise on these.
  • Undertake any other duties appropriate to the grade as required.

Your skills, abilities and experience should include:

  • Experience of motivating and leading diverse teams of staff.
  • Experience of budget planning and management.
  • Experience of managing internal/external stakeholders.
  • Experience of successful project management and delivery.
  • Experience of Board governance and reporting.
  • Articulate with excellent interpersonal and communication skills, diplomatic approach, and ability to advise and influence Board members and senior staff.
  • Ability to manage multiple parallel workflows and contributors from teams across the organisation.
  • Excellent leadership and management skills.

Ideally, but not essential, you’ll also have:

  • Experience in procuring and managing external services and contracts.
  • Experience of leading an organisation’s statutory and legislative compliance.
  • Expertise in public sector governance processes and requirements.
  • Knowledge of Freedom of Information/ Environmental Information, Data Protection, complaints legislation.
