Glasgow Council for the Voluntary Sector plays a key role in supporting the third (or voluntary) sector in the city to meaningfully engage and collaborate with the public sector, with a focus on developing the sector’s role in informing decision-making and designing & delivering services for citizens. The organisation has small team of Partnership and Engagement Managers who, with support from the CEO and other colleagues, work together to cover the wide range of issues of relevance to our diverse sector.
Following the retirement of our highly regarded lead for Children, Young People and Family services, we are now recruiting for a new Partnership and Engagement Manager to join the team. Specific policy responsibilities will likely change over time, but the new post holder will initially have responsibility for policy areas associated with ensuring that Glasgow’s children and young people have the best start in life. This includes early years, childcare & after school care, children’s health & mental health, family support, youth work, youth justice, financial inclusion, and housing & homelessness. GCVS and the third sector have good working relationships with public sector colleagues in these areas, and the post-holder has an excellent opportunity to develop these and ensure a strong third sector contribution to the city’s response to GIRFEC, The Promise and the Whole Family Wellbeing Fund.
The role will require the post-holder to build a good, strategic understanding of these issues, however this is not necessarily required at appointment. It is not the post-holder’s role to be the expert, their role is to support the expertise of our sector to be heard. As part of a new pathfinder project to address child poverty, GCVS and Glasgow City Council have an opportunity for a Communications Officer, which could be a secondment from within the sector or someone recruited externally. Candidates should have excellent communication skills, and especially an understanding and experience of communications approaches which reach people who are less likely to access services.
The Pathfinder Project to Address Child Poverty
In 2017, the Scottish Government announced ambitious targets to reduce relative child poverty in Scotland to less than 18% by 2023, and less than 10% by 2030. At the same time, the Child Poverty (Scotland) Act placed a statutory duty on the Local Authority and the Health Board to document the significant change in actions undertaken in an annual Local Child Poverty Action Report (LCPAR).
In 2018, Scottish Government statistics for Glasgow stated that 34% (36,104) of our children were living in relative poverty. Achieving both the interim and final targets set required Glasgow to lift 16,705 children out of relative poverty by 2023 and a further 8,622 by 2030.
The scale of the challenge is, and continues to be, significant. Based on the most recent analysis of Council internal data of 20,000 households by the Centre for Civic Innovation, an additional £120m in income per year would be required to lift all of these families out of poverty. Crucially, this is before the current cost of living crisis which will both deepen existing levels and push more of our children and families into poverty.
The ongoing impact of the pandemic, alongside the cost of living crisis, requires us to embrace new and radical approaches to make a real difference for families across our city. It was this shared recognition of the need for a fundamental shift in approach that brought city partners together to examine opportunities to secure whole system change earlier this year. It is our shared commitment, to bring bold and decisive action that delivers better services and outcomes for the city, that has focused the intention to deliver a 16 month pathfinder which addresses the levels of child poverty in the city whilst informing whole system change.
This pathfinder needs to be bold to deliver on both our child poverty targets and the city’s ambitions for whole system change. A bold vision requires bold investment to support operational, development and service activity. This a whole partnership initiative and we have decided to resource a multi-agency change team, resourced from partners including HSCP, Council, Scottish Fire and Rescue, GSCS and third sector organisations.
The Communications Officer will formally be seconded to GCVS but will form part of this multi-agency team. It is anticipated that the secondment will have an initial duration of 12 months.
GCVS offers book-keeping and account management services for organisations requiring more comprehensive financial support, either on a short or longer-term basis.

Working as part of a close-knit team, your prime focus will be to maintain and process GCVS’ internal and external finances – sales ledger, purchase ledger & nominal ledger using the ledger software. You will also provide a comprehensive bookkeeping service to all GCVS and external clients and liaise with both the funder and recipient.

This post is part of the GCVS Health and Social Care team who work in partnership with the third sector and Glasgow City Health and Social Care Partnership (GCHSCP) to develop relationships, ensuring the third sector is involved at the earliest opportunity in service design and delivery.
As part of a 3 year pathfinder project, funding is through a regulatory settlement authorised by the UK Gambling Commission, to support the delivery of the National Strategy to Reduce Gambling Harms in Scotland and the Public Health Priorities. A community fund of £30K will provide small grants to support local people, communities and services at each stage.
The post holder will work closely with community organisations to understand their needs in supporting people in their communities with gambling related harms as well as with partners at the Health and Social Care Partnership, where a health improvement role is being established. This collaboration will be supported by the Partnership Manager at GCVS and the Suicide Prevention Co-ordinator who will line manage this post.
This work will build on good relationships established and initial engagement with local partners within Glasgow City Council and the third sector.
Connecting with people with lived experience will be important in this role to understand their needs and develop relationships as key partners in this work. We welcome applications from those with lived experience of gambling related harms.

Mental health has been significantly affected during the pandemic. As well as the general public, staff and volunteers in the third sector are themselves under intense pressure, managing their own mental health and supporting their service users.
GCVS will support the mental wellbeing of staff and volunteers by providing advice and training to third sector organisations throughout Glasgow – including ensuring their people feel safe at work.
The Wellbeing Service Advisor will support the launch and development of this new service on a part time basis.
As a Wellbeing Service Advisor, you will use your, experience, qualifications, knowledge and skills to promote the mental and physical wellbeing of staff and volunteers within the third sector across Glasgow. You will ensure employers are aware of their obligations to comply with legislation whilst supporting the fair, consistent and transparent approach to people management. Compliance with legal and moral obligations is paramount to physical and mental wellbeing.
The successful candidate: You will have robust understanding of the impact of the pandemic and how it has affected people. You will have demonstrable understanding how stress and working under excess pressure for a prolonged period may affect people and evidence of a holistic approach to wellbeing. This post is part of the GCVS Health and Social Care team, and the person will lead on issues relating to suicide prevention work across the city. The post is funded by the Glasgow City Health & Social Care Partnership to provide ongoing business and planning support to both the multi-agency Glasgow City Suicide Prevention Partnership and the Glasgow City Third Sector Suicide Prevention Group.
The post-holder will provide planning support to a range of multi-agency sub groups, which support the implementation of specific actions for the National Suicide Prevention Action Plan, “Every Life Matters” and Glasgow City Suicide Prevention Action Plans. They will also build relationships with colleagues and interested parties across sectors to support the vision and practice of Glasgow as a Suicide Safer city.
