College Employers Scotland is the body through which the Scottish Government’s Policy of National Bargaining is delivered and implemented by the collective employers in the college sector, in partnership with trade unions.

To enable us to effectively support our members to achieve their collective ambitions and ensure they have the workforce and resources to deliver excellence for students, we have decided to bring in additional resources to directly support and progress the National Bargaining agenda. We are therefore looking to recruit a second National Bargaining Lead with individual responsibility for support staff (GMB, UNISON and Unite) negotiations.

Reporting to the Director of College Employers Scotland, you will build and maintain effective relationships with the relevant trade unions allowing you to develop and secure agreement at both a strategic and operational level to support the programme of National Bargaining and establish, agree and implement national conditions of service for Scotland’s colleges. You will also ensure effective interaction, and establishment and maintenance of productive relationships, with relevant senior sector, Scottish Government and Scottish Funding Council stakeholders to ensure the delivery of a sustainable and ‘fit for the future’ college workforce.

The successful candidate will be an experienced HR professional and a solution-focused negotiator with the ability to demonstrate a track record of success in trade union negotiations and dispute resolution, coupled with relevant experience of, and a passion for, the consultation processes. With the ability to operate effectively and rationally in a highly politicised environment, you will be an accomplished communicator who possesses significant personal drive and resilience and is able to respond creatively to new developments, adjusting priorities accordingly.

HR Policy Officer

College Employers Scotland is the body through which the Scottish Government’s Policy of National Bargaining is delivered and implemented by the collective employers in the college sector, in partnership with trade unions.

The postholder will work as a key member of the Colleges Employers Scotland Team by providing HR advice, guidance, and support to the National Bargaining Leads in pay, conditions of service, policy development/ implementation and project leadership.

Main Duties and Responsibilities

  • Develop and maintain a technical knowledge of the HR matters and employment issues applicable to the sector.
  • Identify and analyse appropriate robust statistical information and related sector HR data to support the National Bargaining Leads and wider team in the National Bargaining process.
  • Provide advice, guidance and support to members and stakeholders on a range of HR topics related to National Bargaining.
  • Provide advice to the National Bargaining Leads on a range of HR topics using effective communication methods. E.g. written briefings, meetings, and presentation.
  • Create first draft reports and papers on HR policy issues that will inform and advise members, colleagues, and stakeholders.
  • Develop and maintain key relationships with members and trade unions to ensure that effective outcomes are achieved.
  • Work with members and trade unions to develop and support the implementation of agreed actions relevant to National Bargaining.
  • Gather and collate member feedback to help inform service development.
  • Use confidential employment data to identify issues, to compile reports and to provide solutions to HR issues applicable to the sector
  • Undertake research on specific HR topics/issues, using benchmarking with other comparable organisations, and produce briefings/reports based on key findings.
  • Represent the organisation on agreed Committees and Working Groups and, where required by the National Bargaining Leads, act as the secretariat/technical support.
  • Create first draft sector HR policies and where required, procedures in line with current employment law being mindful when these will require to be updated.
  • Proactively support College Employers Scotland wider HR activities, such as Job Evaluation as required.
  • Proactively share knowledge and intelligence with the National Bargaining Leads, other team members, sector contacts, across committees and within relevant networks.
  • Undertake projects and other tasks as directed by the National Bargaining Leads.

Communications and Public Affairs Officer

An exciting opportunity exists to join College Employers Scotland (CES). You will help ensure that CES’ views and interests are effectively represented with key stakeholders, policy makers and opinion formers, and that members are engaged on proactive and reactive issues. You will also be responsible for ensuring that websites and social media channels are kept up to date with all the latest information about National Bargaining in the college sector. This will require you to provide support to, and guidance and advice on, a range of communications and public affairs issues to the Director and staff of CES at any given time.

Main Duties and Responsibilities

Communications and Media Relations

• Support all incoming media enquires; ensuring journalists receive a prompt and efficient response.

• Brief the Director and team members on relevant media communications and topics.

• Support team members to ensure all internal and external communications are effective, engaging, forward thinking, and aligned to the operational plan.

• Take ownership of the development and delivery of communication plans and strategies, agreed with the Director to raise the profile of College Employers Scotland.

• Write press releases, media statements and briefing papers.

• Monitor and analyse print, broadcast, online and social media on a regular basis.

• Track media activity and produce reports, briefing papers and presentations as required.

• Proactively place and write feature articles for a variety of media.

• Update social media channels and website content of College Employers Scotland and the National Joint Negotiating Committee (NJNC) to strengthen the digital presence.

Public Affairs

• Take ownership of the development and delivery of communication plans and strategies, agreed with the Director.

• Act as a source of in-house information and expertise on public affairs and communications.

• Work with team members to ensure effective engagement with key policy makers, decision-makers, members and stakeholders.

• Respond to enquiries from politicians and providing proactive briefings.

• In conjunction with team members:

o monitor the political environment and identify opportunities to influence policy development and political decision-making, including relevant consultations, parliamentary debates, events and conferences.

o maintain a contact programme of parliamentarians, civil servants, opinion formers and key stakeholders, ensuring College Employers Scotland has good relationships with key decision makers.

• Draft parliamentary questions, debates, amendments to legislation and motions and disseminate briefings for parliamentarians.

• Analyse information and data to inform College Employers Scotland’s public position on agreed topics

• Establish and maintain good relationships with communications and public affairs colleagues in Colleges Scotland, providing assistance when required.

• Undertake projects and attend external meetings.

An exciting opportunity exists to join the Policy Team at Colleges Scotland.

Colleges Scotland is the collective voice for the college sector in Scotland, representing its interests and ensuring that colleges are at the heart of a word class education sector that is recognised, valued and available to all. Colleges Scotland, as the membership body, represents all 26 colleges in Scotland, which deliver both further education and around 24% of the provision of all higher education in Scotland.

As a Policy Officer in the team, you will work with key stakeholders and policy team members to ensure that policy and financial work, including analysis are effectively supported, developed and progressed. This will require you to provide support to, and guidance and advice on, a range of policy and analysis matters at any given time.

Skills required

Policy

• Be able to “horizon scan” and turn these insights and knowledge into robust policy drafts.

• Strong oral communication skills.

• Persuasive and clear writing style to create first-draft reports, papers and briefings.

• Ability to work confidently and effectively with senior stakeholders (for example the Scottish Government, Scottish Parliament, Scottish Funding Council (SFC), Skills Development Scotland (SDS)) to help influence a range of policy and funding areas affecting colleges.

• Be able to translate complex and technical information, including legislation, into plain English and accurate advice.

Analysis

• Analyse financial and numerical data to support/influence policy developments and funding submissions.

• Utilise and interpret data, financial information and statistics to produce strong reports and briefings.

• Undertake research on key topics.

This permanent post will provide a significant opportunity for the right individual to make a positive impact at a national level for college learners, the wider community and economy through working with members and stakeholders to identify and influence policy issues, as well as develop and manage policy activities, projects and campaigns.

This is a critical time for colleges, and the postholder will be involved in helping shape the college sector through the development of key work areas connected with:

• Advocating and engaging with Scottish Government, MSPs and other key stakeholders to ensure the sector is fairly and equitably funded through the Draft Budget process

• Progressing the outputs from the SFC Review of Coherent Provision and Sustainability, including work around the Scottish Government’s Purpose and Principles programme

• Enabling the college sector to maximise its role in supporting the skills-led economic recovery from Covid-19 and supporting the Just Transition to a Net-Zero economy

• Taking forward the Statement of Ambition for the college sector to extend the reach of colleges in supporting learners and businesses across Scotland

Colleges Scotland is the collective voice for the college sector, and as the membership body, represents three strategic regional bodies and all 26 colleges in Scotland, which deliver both further education and around 26% of the provision of all higher education in Scotland.

To ensure Colleges Scotland Employers’ Association effectively supports members to achieve their collective ambitions we are looking to recruit into the critical role of Director. Operating at national level and leading the national bargaining agenda you will:

• Ensure the Employers’ Association has a clear direction, identity and voice and takes both ownership of, and a proactive approach to, National Bargaining.

• Develop and maintain effective relationships with a range of external stakeholders (including Scottish Government, Scottish Funding Council, college chairs and principals and trade unions) to deliver true partnership working.

• Work closely with the relevant key personnel, including both interim Joint Secretaries, to ensure agreement is reached, at both a strategic and operational level, to enable the delivery of the National Bargaining agenda.

• Ensure, through established negotiation mechanisms, that appropriate pay and grading models and national conditions of service are agreed and implemented.

• As a key spokesperson for the Employers’ Association, represent the sector at a national level on key National Bargaining areas ensuring the organisation’s contribution to the national agenda is valued and impactful.

• Lead on the development of Scottish Funding Council Business Cases to secure funding / deliver additional resources.

• Drive innovation and best practice across all employment relations activities.

• As a member of Colleges Scotland’s small Executive team, directly contribute to the development of strategies and operational plans that ensure the achievement of Colleges Scotland’s strategic aims.

The successful candidate will be a strategic and solutions focused leader with excellent stakeholder management experience coupled with a proven track record in building and maintaining a wide range of collaborative relationships and partnerships. Whilst previous involvement in advising on strategic HR/employment relations issues and relevant exposure to both trade union negotiation and consultation processes would be beneficial it is not essential.

An accomplished communicator the successful candidate will also be able to demonstrate:

• Experience of leading the development, implementation and delivery of strategies and large-scale projects.

• Relevant employment legislation knowledge, or the ability to quickly gain an understanding of, pay systems, pay bargaining, employment relations, workforce development systems and benchmarking processes.

• Strong ambassadorial and presentation skills with the ability to express views convincingly and coherently using a variety of media.

• Relevant employee management experience including involvement in managing and mitigating employment relation issues and risks.

• Strong political acuity coupled with the ability to operate effectively and rationally in a highly politicised environment.
