ILF Scotland is a Non-Departmental Public Body (NDPB) constituted as a company limited by guarantee. It was created following the closure of the UK ILF in June 2015 and has been administering ILF funding for existing fund recipients in Scotland and Northern Ireland since 01 July 2015.
ILF Scotland is committed to enabling independent living for disabled people, empowering them to have control, choice, and dignity over how they live their lives. Since its inception in July 2015, ILF Scotland has administered funding in Scotland and Northern Ireland, providing crucial support to over 8,000 fund recipients annually. Their mission extends to supporting young disabled people in their transition to adulthood and increasing their independence through the Transition Fund (TF), fostering active engagement within their communities.
This is an exciting time to be part of ILF Scotland’s team following the recent re-opening of its Independent Living Fund as the number of disabled people who will receive additional funding to help achieve their independent living outcomes will increase.
Your new role
ILF Scotland wishes to appoint a Senior Communications Officer to join their dedicated team. As the conduit between ILF Scotland and its diverse range of stakeholders, you will play a pivotal role in implementing, executing and delivering our communications and engagement strategies, collaborating closely with the Communications Manager.
Your responsibilities will encompass various facets of communication, including public relations, digital communications, marketing, and internal communications.
You will be:
- Educated to at least SCQF level 10 in a relevant subject OR have significant and demonstrable alternative professional experience of between 4-5 years.
- Highly proficient in utilising diverse communication tools and technologies, including social media analytics platforms, such as Hootsuite, website hosting platforms, such as WordPress and Umbracco, and marketing tools, such as Canva, Mailchimp, Campaign Monitor and Adobe Creative Suite.
- Experience of producing communication products to a high standard and providing realistic and insightful advice to senior managers.
- Experience in supporting the delivery of communication campaigns across various channels.
- Exceptional written and verbal communication skills.
- Ability to build positive relationships with internal and external stakeholders at all levels.
- Strong project management and organisational abilities.
- Previous experience in the Health and Social Care or Public Sector is advantageous.
- Awareness of ILF Scotland policies and procedures, with a commitment to equality and diversity.

About the role
As the Registered Manager, you will be an experienced leader leading a team working with individuals who have a wide range of support needs, providing them with practical and emotional support and encouraging them to achieve their own personal outcomes in all aspects of their daily lives e.g. keeping safe, meaningful activities, community involvement, physical health, relationships, emotional health and wellbeing.
As the Registered Manager you will:
- Maintain the continuing relevance of services to individuals’ needs and purchaser requirements by ongoing planning, monitoring and evaluation.
- Oversee the financial aspects of the service, managing significant budgets, ensuring efficient use of resources and making financial decisions.
- Where a need or an opportunity is identified, lead on the development of new services, support business growth and maintain reputational excellence.
- Comply with governance, law and legislation including local authority compliance, Care Inspectorate (at level 5 and above), SSSC and safeguarding procedures.
- Support the senior management team in the streamlining, promotion and monitoring of quality assurance systems which meets the needs of individual services as well as the overall service delivery in the region.
- Develop, monitor and implement supervision and appraisal systems for staff.
About You
You will have passion and drive to take forward a well-established Service and Team. Be passionate; and committed to the overall aims and objectives of the service and have the belief that people can live fulfilling lives with the right support in place.
You should also have:
- Experience of working with vulnerable people and leading a service delivery team, including managing the provision of a safe operating environment in a relevant context.
- The ability to negotiate with a wide range of internal and external partners and build positive relationships including local authorities and housing associations.
- Excellent planning and organisational skills with the ability to effectively prioritise your own time and workload to meet a number of different and competing tasks in sometimes pressurised environment.
- Social Service and Health Care at level 9 (SCQF) or other speciality/qualification recognised by the SSSC for registration purposes as well as a relevant management qualification.

The Investigations Support Officer (ISO) provides integral administrative support to the Standards team. The Standards team consists of Investigating Officers (IOs) who report to the Senior Investigating Officer (SIO) and/or Hearings and Investigations Officer (HIO).
The Commissioner receives complaints about possible breaches of the Code of Conduct for Councillors, the Code of Conduct for MSPs and of Codes of Conduct based on the Model Code for members of public bodies. The Commissioner also deals with complaints covering regulated lobbying.
The IOs are responsible for investigating complaints to a conclusion including carriage of the related administrative duties and all contact with the complainer, respondent, local authority staff, and others involved in a given case. The ISO provides administrative support to the IOs in accomplishing these tasks.
The successful applicant will be experienced and effective case administrators, with relevant professional or regulatory backgrounds, and strong analytical skills. They will also share our values. We act ethically and with empathy; we value people.
It is desirable that the successful candidates will have a track record of working in or with the public sector, particularly with local authorities and/or other public bodies subject to ethical standards regulation.

Please note that the ISO role requires at least 1 day of in office work per week in addition to some travel in connection with investigations-related work, attending external training or networking events, or public hearings.
Starting salary: £31,514 per annum rising to £34,066 per annum after 1 year in post (please note: the starting salary is non-negotiable)
Working hours: Full-time, Monday to Friday (35 hours effective from 01 March 2026)
Leave allowance: 25 days increasing to 30 days with 11.5 public holidays

Your new opportunity
We are currently recruiting a Director of Finance & Corporate Services to join our well-established Executive Team. As a key member of the Executive Team, you will direct Quarriers’ finance, IT and property services. You will be responsible for overseeing all financial aspects of our £60m budget, including financial reporting and planning, while liaising with internal and external stakeholders.
A key part of the role will include reporting to the Board of Trustees and Chief Executive, offering strategic advice and solutions on all finance and corporate services matters, and to support the Board in the preparation of budgets and financial reports.
