Carnegie UK is looking for a Senior Policy Advocate to help us put wellbeing at the centre of policymaking across the UK and Ireland.
Set up with an endowment from Andrew Carnegie, our organisation may be over a century old, but our mission of improving wellbeing has never been more important.

The post-holder will be responsible for the day-to-day management of our new place-based wellbeing programme. This is an end-to-end role which involves scoping and commissioning work, project management, building relationships, ensuring delivery, and learning about impact.
Carnegie UK offers a flexible and supportive working environment and exceptional terms and conditions. We operate a 35-hour working week and provide 5 paid days each year for volunteering. We operate a hybrid working policy and staff spend a minimum of two days each week together in our office at Andrew Carnegie House in Dunfermline.

The Role
We’re looking for an experienced, dynamic, and compassionate HR Manager to join our small, close-knit team and help shape the future of our organisation. You will oversee all aspects of HR, from strategic planning and policy development to recruitment, employee relations, performance management, training, and compliance. Launched in 2007, Pet Blood Bank UK is the only charity that provides a blood bank service for all vets across the UK. What you’ll do
- Provide cross-departmental leadership and support.
- Attend Senior Management meetings across PBB locations.
- Build a strong understanding of daily operations across the charity.
- Develop and deliver HR strategies aligned with organisational goals.
- Review and improve HR policies and procedures.
- Analyse HR data to support informed decision-making.
- Lead full recruitment lifecycle for all roles.
- Oversee onboarding to ensure new staff feel welcomed, informed, and supported.
- Foster a positive, inclusive, and caring culture across the organisation.
- Implement effective performance systems.
- Support managers with goal setting, feedback delivery, and staff development.
- Identify organisational training needs and develop relevant programmes.
- Support leadership development and succession planning.
- Ensure full compliance with UK employment law and charity-related regulations (VMD, OSCR, HMRC, Home Office).
- Maintain accurate, confidential HR records and lead on audits.
- Manage employee benefits and pensions.
What we need
This is a hands-on role in a small team, ideal for someone who enjoys variety, collaboration, and the opportunity to genuinely influence organisational growth and staff wellbeing.
Essential:
- Degree-level education or equivalent experience.
- Proven experience as an HR Manager or similar.
- Strong knowledge of UK employment law.
- Excellent communication and relationship-building skills.
- Ability to work in a small, fast-paced team with integrity and professionalism.
Desirable:
- CIPD qualification or membership.
- Postgraduate HR qualification.
- Experience in the charity or third-sector environment.

About the role
As the Registered Manager, you will be an experienced leader leading a team working with individuals who have a wide range of support needs, providing them with practical and emotional support and encouraging them to achieve their own personal outcomes in all aspects of their daily lives e.g. keeping safe, meaningful activities, community involvement, physical health, relationships, emotional health and wellbeing.
As the Registered Manager you will:
- Maintain the continuing relevance of services to individuals’ needs and purchaser requirements by ongoing planning, monitoring and evaluation.
- Oversee the financial aspects of the service, managing significant budgets, ensuring efficient use of resources and making financial decisions.
- Where a need or an opportunity is identified, lead on the development of new services, support business growth and maintain reputational excellence.
- Comply with governance, law and legislation including local authority compliance, Care Inspectorate (at level 5 and above), SSSC and safeguarding procedures.
- Support the senior management team in the streamlining, promotion and monitoring of quality assurance systems which meets the needs of individual services as well as the overall service delivery in the region.
- Develop, monitor and implement supervision and appraisal systems for staff.
About You
You will have passion and drive to take forward a well-established Service and Team. Be passionate; and committed to the overall aims and objectives of the service and have the belief that people can live fulfilling lives with the right support in place.
You should also have:
- Experience of working with vulnerable people and leading a service delivery team, including managing the provision of a safe operating environment in a relevant context.
- The ability to negotiate with a wide range of internal and external partners and build positive relationships including local authorities and housing associations.
- Excellent planning and organisational skills with the ability to effectively prioritise your own time and workload to meet a number of different and competing tasks in sometimes pressurised environment.
- Social Service and Health Care at level 9 (SCQF) or other speciality/qualification recognised by the SSSC for registration purposes as well as a relevant management qualification.

About Order of Malta Dial-a-Journey Trust:
Order of Malta Dial-a-Journey Trust is a charitable organisation providing vital passenger transport services across Central Scotland. Each year, the Trust completes over 45,000 passenger journeys using a fleet of modern, wheelchair-accessible minibuses.
Their services support a wide range of community needs, including door-to-door transport for people unable to use conventional public transport, social services transport, additional needs school transport (ASN), further education transport, NHS patient transport, and self-drive vehicle hire for eligible groups. In addition, the trust operates two Shopmobility centres in Stirling and Falkirk, providing wheelchair loan and hire services.
Every service they deliver is designed to ensure that passengers, many of whom are vulnerable, can travel safely, independently, and with dignity. The Role of Service Delivery Manager:
This is a unique opportunity to lead and transform service delivery within a trusted and well-established charity. Reporting to the CEO and Deputy CEO, the Service Delivery Manager will have overall responsibility for the planning, coordination, and operational management of driver and vehicle resources, as well as the leadership, support, and development of staff.
You will ensure that every journey is delivered safely, reliably, and efficiently, and that operational systems are maintained to the highest standard. You will manage day-to-day operational challenges, monitor performance, and implement improvements, while also contributing to the strategic development of the organisation as a member of the Senior Management Team. This is a dynamic, hands-on role where forward-thinking, proactive problem prevention, and strong organisational skills are critical.
They are seeking a candidate with proven experience in service delivery management, ideally within passenger transport, logistics, or a related operational environment. You will bring strong team leadership skills, with the ability to motivate, develop, and hold staff accountable, while growing a culture of excellence and accountability. Excellent organisational, administrative, and problem-solving skills are essential, alongside the ability to manage complex and competing workloads. You should have strong interpersonal skills, with experience handling both staff and customer issues effectively. Familiarity with IT systems, including MS Office, is required, and experience with vehicle scheduling software is highly desirable. Knowledge of Health & Safety legislation, employment law, and vehicle regulations is also advantageous.
The successful candidate will also be willing to undertake minibus driving duties if required, participate in an out-of-hours on-call rota, hold a full UK driving licence, and provide evidence of eligibility to work in the UK. Appointment is subject to satisfactory PVG clearance and completion of a confidential health questionnaire.
