At the heart of Who Cares? Scotland’s work are the rights of Care Experienced people, and the power of their voices to bring about positive change. We provide individual lifelong relationship-based independent advocacy and a range of local and national participatory and engagement opportunities for Care Experienced people across Scotland. We work alongside Corporate Parents and communities to broaden understanding and create change. We work with policy makers, leaders, and elected representatives locally and nationally to shape law, policy, and practice, working together to build on the aspirations of The Promise and secure positive change.

The Advocacy and Participation Worker will provide independent advocacy supports to all of Orkney’s children and young people, including children who are identified as being vulnerable, children who are involved in complex decision-making processes (including both formal and informal processes), looked after children (including those who have been formerly looked after), children subject to child protection and child in need processes.

The Advocacy and Participation Worker will provide independent advocacy support to children and young people to help amplify their voices and share their views, especially within decision-making forums.

Advocacy and Participation Workers will also inform children and young people about their rights, ensuring that rights are upheld and respected by others.

At the heart of the advocacy relationship is trust – built through transparent, honest, accountable and reliable interactions between the child and their Advocacy and Participation Worker. Skilled at developing positive relationships with children and young people, you will place young people at the heart of everything you do.

As the Advocacy & Participation Worker, you will also help facilitate participatory opportunities via the Young Persons collective group. The group brings young people together, allowing them to develop confidence, a sense of belonging, and the opportunity to identify common issues. You will help ensure the collective voice of the group is heard by Corporate Parents via the Promise Board.

As a project, Communities that Care works to create a world where Care Experienced children, young people, and adults are known, understood, welcomed, celebrated, and loved. The aim of the Communities that Care Team is to educate the public about the reality of care (as told to us by Care Experienced people), challenge stigma around care experience, and create the conditions for children, young people, and adults with care experience to thrive.

We are seeking a passionate and talented communicator to join our Communities that Care Team as a Development Officer. Working to shape, deliver, and evaluate our work in schools nationwide, with a particular focus in Edinburgh, you will provide training and support to educational establishments and organisations. You will also lead on the local participation offer for Care Experienced people within Edinburgh; supporting, developing and facilitating our current group and considering how we grow its reach within the local authority.

You will be welcomed into the team and expected to play a key role in supporting the delivery of our wider Communities that Care work, including Care Aware workforce training to employers and organisations.

As an individual with a background working with children and young people, you are adept at creating and delivering learning, teaching, and project plans, with experience providing dynamic training to a range of audiences. Confident writing reports and evidencing practice and impact, you have excellent interpersonal and communication skills, as well as the ability to develop strong professional relationships. Committed to child and human rights, working inclusively, and with the belief that young people can make transformative change in their lives, you understand how structural barriers, social oppression/liberation and intersectionality shape our world. With a deep knowledge and desire to learn about the issues affecting Care Experienced people, you are keen to help create meaningful positive change, challenge stigma, and to keep The Promise.

There is an expectation that the postholder will have a regular presence within the Edinburgh office to connect with the wider team, and across Edinburgh. Home working is offered as part of our commitment to flexible working and wider travel across Scotland will be necessary. Given the remit of the role and the expectation that team members contribute to our diverse programme of local and national participation groups, some evening and weekend work, including overnight stays, will be required. The role also requires a driving licence and access to a car for business use.

This unique role offers the opportunity to listen to and work directly with children and young people with experience of care, in an individual relationship-based advocacy role, and within participation and group activity across our South East region.

The post-holder will be a key member of the Advocacy and Participation team, supporting young people from across Edinburgh to ensure their rights are upheld and their voices are heard. In this role you will have the opportunity to provide independent advocacy, children’s rights, and participation opportunities for children and young people who are looked after, Care Experienced, or subject to formal processes and structures. The role will see you actively participating in child’s plan meetings, children’s hearings, and other formal processes, as well as assisting children and young people to prepare for them. In partnership with professionals, carers, and organisations, you will help to achieve the best outcomes for children and young people by keeping detailed records of the work you undertake, writing liaison reports, and monitoring statistics.

As a vital part of the work of Who Cares? Scotland, your role will include facilitating group opportunities for and with children and young people within Edinburghl. This includes providing engagement and participation opportunities throughout the Who Cares? Scotland local and national network, as well as meeting with care experienced children and young people to introduce the service in agreement with the local authority. Raising awareness of Who Cares? Scotland and its services with children, young people, professionals, and carers you will also be responsible for facilitating training amongst care corporate parents.

The right candidate for this post will be able to form positive relationships with children and young people and have good interpersonal skills. You will feel confident communicating with individuals and groups, both in writing and verbally, and be able to adapt to a wide range of contexts. Secure in making effective plans, as well as evidencing your work, you can prioritise and meet deadlines. You take enjoyment from working collaboratively with partners, believing in equal opportunities and inclusive working. Committed to children’s rights, you are someone who knows that all young people can make transformative change happen in their lives if given the opportunity. You can demonstrate knowledge of the current structure, developments, policy, and practice in relation to children and young people experiencing care in Scotland. You are also flexible, given the remit of the role, as some evening and weekend work will be necessary, along with a full driving licence and access to transport.
