Role Description

The Quality Assurance Lead will oversee our quality of our operational processes of the public body to ensure that we deliver the highest quality outputs to survivors through a total quality management approach.

Working closely and in collaboration with others the postholder needs to have an excellent working knowledge and understanding of Redress Scheme and how this operates so that they can audit, design and review processes which keep the survivor and their families at the heart of what we do. This will involve observing processes, panels and checking and reading communications, working alongside all stakeholders internally and externally to ensure all these approaches are sensitive and appropriate and in line with guidance and legislation. The Role

Redress Scotland is looking for a highly organised Panel Support Coordinator to perform a wide range of tasks to assist with running an effective, mainly virtual, office, ensuring that the survivor and their families are at the heart of what we do.

The role will require you to be responsible for your workload and work alongside others in the team to prioritise the day to day duties of Redress Scotland. The role requires someone with excellent communication skills, both written and verbal and someone who is able to support the design and implementation of new processes.

The roles work remotely and requires the post holder to ensure a private set up at home with excellent broadband activity to be able to carry out the work but also with the potential to travel across Scotland, mainly in the central belt, to attend office hubs for meetings/training and any other necessary requirement of the business.

Main Duties include:

  • providing collaborative, pivotal support to the decision making process and to panel members before, during and after panel sittings in line with legal guidance;
  • managing all elements of the administration requirement of panel activity, including preparing and formatting papers, complex minute taking and letter writing ensuring all aspects are clear, concise and jargon free with a high level of accuracy;
  • being confident with internet platforms, working with different file management systems, and operating teams and micro-soft office packages, often providing guidance and support to the panel members;
  • the ability to respond to general enquires and mailboxes, communicating with a range of stakeholders including survivors, within agreed timescales, over the telephone and through e-mail with dignity, respect and compassion, showing empathy and sensitivity;
  • communicate clearly, concisely and honestly and ensures that you support each other across the team at all times;
  • the ability to maintain confidentiality and listen to really difficult and sensitive information whilst ensuring your own health and wellbeing is supported and that you engage and build resilience through accessing the wider supports available;
  • adherence to data protection and document control guidance and ensure the management of information is in line with policies and procedures;
  • working collaboratively with others across Redress Scotland and the wider scheme to support improvement and developments in process and procedures;
  • working with the operations team to provide good planning and support around resource planning of panel activity;
  • building good working relationships with team members across the organisation to ensure delivery of an effective and quality service and to achieve common goals;
  • dealing with complaints and enquiries ensuring that any response is appropriate, builds credibility and this is aligned to our values, dignity, respect and compassion;
  • being flexible to respond to organisational needs and contribute to continuous improvement and willing to cross skill into different areas when needed;
  • being able to travel occasionally throughout Scotland with advance notification: and
  • providing occasion support, with advance notice, in the evening and weekends to service exceptional panel requirements.

Essential Criteria:

  • ability to contribute to the development of new systems and processes in a way that supports continuous improvement and change, with a can do attitude and a willingness to change to ensure excellent operational service;
  • experience in an environment that required a high level of accuracy, attention to detail and consistency with all aspects of administration processes, especially minute taking of meetings;
  • able to work collaboratively and build good trusting relationships with confident communication skills and capable of responding to tasks, projects and challenges with good flexibility;
  • highly organised and efficient, able to manage own workload and work to support others when necessary with a willingness to learn, grow and develop own skills;
  • capable and able to effectively and confidently deal with complaints and other sensitive correspondence adhering to data protection and policies and procedures;
  • ability to communicate effectively with a wide range of people verbally and in writing, including survivors and external stakeholders through our mailboxes; and
  • to develop an understanding of trauma and how it impacts on people, with the resilience to cope with being exposed to, and hearing about, experiences of historical abuse.

Desirable criteria:

  • knowledge of the legislation and guidance that enables the work of Redress Scotland, residential child care and education and the experience of survivors of historical abuse in care.

Experience and qualifications:

  • two years’ administrative experience including complex minute taking with high degree of accuracy and consistency; and
  • a relevant qualification in administration or relevant subject, or a degree or experience in administration. Consideration will be given to experienced and skilled applicants who do not have formal qualifications.

While nothing can ever make up for the suffering survivors have endured, financial redress can provide acknowledgement and recognition of the harm done. A national redress scheme will offer a non-adversarial alternative route to justice and access to support and apology.

To deliver this, the Scottish Government has supported the creation of a new ‘non-departmental public body’ entitled Redress Scotland. This body will assess and make decisions on applications from survivors (and in some cases next of kin) seeking redress. Redress Scotland will be entirely independent of the Scottish Government.

Role description

This is an excellent role for someone with good level of experience as an administrator and wishes to consider a career in an HR team. As the first point of contact for all our people enquiries this role will be pivotal in supporting our People function with a range of generalist duties to ensure great employee engagement and on-boarding experience with our employees, panel and board member in line with our values of dignity, respect and compassion. This role will operate in a new environment where we are still establishing systems and processes so it is a great opportunity for someone to create and establish systems to support our work.

Main duties

  • to support Redress Scotland in the day to day operational support and coordination of and effective administration service for the organisation by providing professional support and advice (learning and development, well-being, HR and health and safety)
  • work in partnership building good trusting relationships with all staff, panel and board members
  • maintaining records to ensure our systems are accurate and up-to-date and is able to report on the people data held
  • takes overall responsibility for the achievement of own goals and identifies the skill gaps and opportunities to improve effectiveness with the team

The Role

Redress Scotland is seeking to appoint a Policy and Improvement Lead, who will have responsibility for supporting the development, implementation and monitoring of policies across Redress Scotland, as well as, the quality assurance and improvement framework for Redress Scotland with a key focus on continuous improvement. The post holder will provide regular information, analysis and reports to senior managers, the Oversight Board and the Audit, Risk and Assurance Committee.

The post holder will be expected to provide well-evidenced advice and guidance across all areas of Redress Scotland and the scheme. You will take the lead to review our current policies and procedures and deliver a plan which prioritises what needs to be updated and when, ensuring our policies are fit for purpose and in-line with legislation and best practice, and aid us to deliver on our priorities as an organisation. You will also be expected to ensure the Redress Scotland senior management team and Oversight Board members are well supported by providing them with high quality briefings and decision papers. The post holder will also support engagement with Scottish Government and other key stakeholders is joined up, collaborative and cohesive. The post holder will be required to establish and maintain strong, positive and effective working relationships with key stakeholders internally and externally.

The quality assurance and improvement framework will include all aspects of operations and support consistent, fair and transparent decision making by Redress Scotland’s independent panel members. The post holder will support the senior management team to develop and report on key performance indicators for the organisation. Work on quality assurance and improvement using data to effectively drive forward improvement will contribute to the development of a working culture in which people continuously learn and develop their work, ensuring Redress Scotland is a learning organisation.

Working collaboratively across the organisation, the post holder will engage with people to develop and deliver performance measurement and plans for improvement. This requires an organised and systematic approach, ensuring that quality assurance and improvement work is reliable, robust and supports a culture of continuous improvement where everyone in Redress Scotland contributes and influences progress and change. Due to the complexity of the work of Redress Scotland, the post holder is expected to be able to respond to and manage sensitive matters with diligence and care.

Main duties include:

  • Research, develop, write, and evaluate policies and procedures to ensure they align to the strategic aims of Redress Scotland, and meet legislative requirements.
  • Carry out equality impact assessments on all new and amended policies and procedures.
  • Adhering to the relevant governance arrangements and providing reporting and information to the Audit and Risk Committee and the Oversight Board.
  • Support in the development and implementation of the quality assurance and improvement framework for Redress Scotland in line with our mission, values and operating plan.
  • Support the delivery of continuous improvement across Redress Scotland, ensuring that insight and intelligence is gathered from across the whole of the organisation which will support the delivery of quality standards and objectives.
  • Provide information, analysis and reports on quality assurance and improvement work for the senior management team, Audit, Risk and Assurance Committee and Oversight Board which supports organisational growth and enables flexibility in approach.
  • Actively seek out and share good practice within and beyond Redress Scotland which supports and leads to improvement across the organisation.
  • Develop a reporting framework to report at various levels in the organisation anticipating sensitive issues, any risks, and providing advice and inputs to develop the work of Redress Scotland.
  • To provide regular insight reporting on key issues and emerging trends including how these may impact on strategy, policy and operations.
  • Along with the Redress Scotland team, work with colleagues in the Scottish Government to improve the quality of shared work on processes and meeting agreed standards, including developing quality checks and agreeing improvements with the remit and legislation and developing guidance as appropriate.
  • Provide development and learning opportunities on quality assurance and improvement to the Redress Scotland team, working with others to deliver these sessions to meet learning needs.
  • Complete checks and thematic reviews , providing high quality feedback that supports people and processes to improve.
  • Develop and implement a plan for quality assurance and improvement work, monitoring and reporting on progress ensuring it is manageable and relevant for all involved.
  • Able to provide good leadership and engage people to ensure that all work is aligned to supporting our Corporate Plan in line with our values of compassion, dignity and respect.
  • Proven ability to work across an organisation leading and motivating teams to support and deliver change.

Role Description

The Operations Manager is responsible for coordinating the daily operation and oversight of the panel activities, enquiries, complaints, freedom of information requests and Subject Access Requests (SAR’s). This will include coordinating the internal work across the operations team and supporting the effective decision-making of panel members in relation to applications for redress. This role supports our largest team so substantial experience of line management, organising people, processes and tasks, and quality assurance and improvement are critical. The operations manager must build the trust and confidence of external stakeholders. The post holder will ensure all work is carried out with a trauma informed approach and the operations team is well supported within the wellbeing framework for Redress Scotland.

Main duties

  • Support the Head of Operations to ensure that Redress Scotland deliver an effective and efficient service to applicants for redress in line with the legislation and guidance.
  • Develop and implement organisational plans, services, policies, procedures and processes, ensuring that our values of compassion, dignity and respect are embedded in everything we do.
  • Identify risks and take action to address and mitigate such risks, working collaboratively with the multi-disciplinary team.
  • Implement a total quality management approach and framework to continuous improvement, identify and implement innovative solutions to challenges and design a robust operation service that is evidence based through analysis and interpret data.
  • Ensure that Redress Scotland embeds trauma informed approaches and practices into how we work and engage with each other and in how we support the engagement, participation and influencing work of survivors and people with lived experience.
  • Lead and develop the operations team and ensure that we maximise our resource to deliver quality services in a way that develops our people in line with our policies, procedures and values. This also includes deputising for the Head of Operations in their absence.
  • Ensure members of the operations team have structured support including one to one meetings, appraisal and regular debriefs.
  • Foster a culture of wellbeing, self care and safety for all who work for Redress Scotland and ensure that we create opportunities for learning and development to grow and support our talent.
  • Design and develop quality assurance and key standards of operational activity that is outcomes focused and enables Redress Scotland to evidence our work in line with our values.
  • Ensure confidentiality of data is paramount in our operations activity and held and handled securely, that we have high standards of professionalism in relation to compliance with GDPR and respond to FOI requests, working closely with the senior management team.
  • Work collaboratively with all internal and external key stakeholders to build positive, supportive and productive working relationships that demonstrate that we have the applicant at the heart of activity.

Qualifications:

  • a minimum of seven years’ experience in an operations role
  • five years’ experience in a management or leadership capacity
  • a relevant qualification in leadership or work relevant to Redress Scotland

Essential Criteria:

  • Proven experience of strong leadership creating a working environment which is values based with respect, dignity and compassion woven through the culture and behaviour of the organisation.
  • The ability to lead confidently and persuasively, working collaboratively to design and introduce new or improved services, plans, systems or policies and delivering results through the wider team activities.
  • Experience of leading and managing a significant complex and sensitive operational service, with a high public profile, which is ever changing dynamic and diverse with lots of challenges.
  • The ability to drive performance in a way that support and develops a culture of engagement and well-being through diverse multi- functional teams
  • Excellent written and verbal communication skills with the ability to influence and engage at all levels across internal and external stakeholders establishing and building trust and confidence
  • Able to use evidence to diagnose and analyse complex information to problem solve and create innovative solutions
  • Experience of developing high standards to monitor operational activity and audit and review to continuously improve the quality of service

Desirable criteria:

  • Has a good understanding of how trauma, redress and support spans organisational boundaries and professional groups - with knowledge and an active interest in trauma-informed delivery.
  • Expertise in one or more fields of emotional and psychological trauma, law, social work and health.
  • Experience in a start-up or developing an organisation and delivering in new and untested ways of working
  • Experience of working with lived experience

The Role

Redress Scotland is seeking to appoint a Head of Operations who will be a member of the Senior Management Team (SMT).

The Head of Operations is responsible for leading the daily operation and oversight of the organisation. There will be an annual general meeting of all panel members and board members. The governance structures will follow the procedural rules for Redress Scotland, which are approved by Scottish Ministers.

The role carries a high level of autonomy and covers a broad remit including scheduling all board, committee and general meetings; issuing invitations to governance meetings, monitoring and providing reports on attendance; ensuring that all policy, guidance and the rules of procedure are followed, reporting any issues or breaches; ensuring that a register of interests is in place, kept up to date and regularly reviewed for all members; quality assuring the presentation of all committee, board and general meeting reports; preparing agendas for all committee, board and general meetings; working closely with the Chief Executive to ensure that governance meetings are managed to a high standard; and completing an accurate minute of all meetings and agreeing this with the relevant chair.

The Head of Finance & Resources is responsible for leading the financial management of the organisation and the functions of finance, ICT, buildings and contracts. The role will include leading and managing any employees within these functions. The Head of Finance and Resources will work with the Chief Executive to ensure high standards of financial management and reporting, including fulfilling the requirements of Redress Scotland as a public body.

The post holder will set and review budgets and regularly monitor and report on financial performance, including variations and risks. Redress Scotland is primarily a decision-making body. The NDPB will not, itself, offer application support to survivors, receive applications directly or arrange financial payments. Instead, to make best use of public resources, all administrative aspects of the scheme and support arrangements will be carried out by the Scottish Government which will then transmit completed applications to Redress Scotland for determination.

The Role of Panel Member

Panel Members will make day-to-day decisions in relation to applications for redress payments. Their responsibilities will include determining eligibility and the level of financial redress awarded to survivors, as well as conducting reviews, where appropriate. Members will be expected to uphold the highest standard of impartiality and objectivity in making determinations.

Panel Members will need to develop a good understanding of, and be closely guided by, statutory guidance and decision-making frameworks in order to ensure assessments of survivors’ experiences are made in a fair, transparent and consistent way. They will be expected to examine applications in a holistic way, taking into consideration individual circumstances and forming a balanced judgement. Panel Members will work constructively with one another and be able to clearly articulate, verbally and in writing, the reasoning behind their decisions.

Redress Scotland will carry out sensitive, challenging and often emotionally-charged work that will involve detailed consideration of supporting information and survivors’ own accounts of the abuse they suffered while in care. Panel Members should therefore have an understanding and personal commitment to embodying trauma informed principles. They should also be committed to acknowledging and being informed by the human rights approach.

The successful candidates will bring empathy and professional expertise from a range of areas, for example, in the fields of emotional and psychological trauma, law, social work, human rights and health. Individuals with an understanding of the Scottish care system and child development, or specialist knowledge of complex trauma, are particularly encouraged to apply.

Key responsibilities include:

• Have a good understanding of the assessment framework and use it to guide your decision making, in order to ensure consistency and fairness across determinations.

• Work collaboratively with the rest of the Panel to access applications in a balanced and objective way, in order to reach evidence-based decisions in relation to redress.

• Call on relevant experience and professional knowledge in examining the available evidence and providing constructive challenge, in order to help the Panel reach a reasoned conclusion.
